I really wish you folks would get your semantics clear. The original problem
and solution proves the facts without need for further discussion.

1. Take a perfectly good, LRECL=80 PDS. Maybe to be really clear, find a PDS
with LERECL > 133.
2. trash it by pointing any SYSOUT DD to a "NEW" member.
The original problem is now there and:

3. confirm that the DSCB in the VTOC for the PDS now claims LRECL=133 (or maybe
121).
4. Fail to browse using ISPF or read any older member using IEBGENER
5. Run IEBGENER specifying (overriding)
LRECL=correctlrecl,BLKSIZE=correct(old)blksize) on the input DD and it works.
6. Run IEBGENER to a new member or even the "bad" member specifying
(overriding) LRECL=80 (old lrecl)

7. PDS is now fixed.
