I have the same motherboard + one pvr500mce + one pvr350 + GeForce FX 5200.
My system is "perfect" - with video and sound on all tuners.

ivtv: version 0.3.9 (development svn snapshot revision 2683)
ivtv: Linux version: 2.6.13 K7 gcc-4.0

I have a lean config for a custom built kernel:

I'll have a go at it. however I don't see how you ever got 2 PVR's on that
board... it only has 1 PCI slot and 1 AGP slot.... o.O

I've used the system before with a PVR250, it was rock solid. The only issue I
had with that 250 is I couldn't use a gforce or radeon card in the agp slot
besides it, it would interfere with my signal, getting diagonal lines accros my
screen :(

This is my board

Looks like the chipset is identical to yours:
00:00.0 Host bridge: VIA Technologies, Inc. VT8378 [KM400/A] Chipset Host Bridge 00:01.0 PCI bridge: VIA Technologies, Inc. VT8237 PCI Bridge (prog-if 00 [Normal decode])
