Uh oh, something really odd might be going on... Have you tried with
Narrator with the same results, and is this with Anniversary Update? If so,
try contacting MS accessibility support desk and see what's next.
In the meantime, I'll forward this thread to Win10 group (if you give me
permission) so others can investigate.

When I press the windows plus tab I only hear the same window each time I
press these keys, and then when using alt tab I hear new desktop.
