No wonder some legislators shake their heads at the mention of Mpls. and it's 'needs.' There has long seemed to be much confusion over 'wants' and 'needs' in a societal context. Makes me think of all those clamoring for their 'rights' to this and that with no reference to/consideration of the ancillary 'responsibilities' that accompany said rights.
