I think this discussion of LGA shows that there is a real need to revamp the formula, whether or not the program is cut. For suburban cities with net outflow in LGA, there needs to be a clear reason why the money is paid and how that is calculated.
I also don’t think Minneapolis residents are going to win over the hearts of legislators by quoting Karl Marx's dogma, "From each according to his ability, to each according to his needs."
