Why don't you guys start it? If there happens to be such a project already, you can simple merge them. Otherwise, this will give you a jump start on establishing a central location for such translations.

Hi Petras, I'm an Israeli Perl programmer (well, I dabble in Perl anyway) and an active member of the Israeli Perl Mongers (http://www.perl.org.il). I would also like to hear about such a repository, since I also have been having thoughts on translating the Perl documentation (to Hebrew in my case, of course :-)). So if you hear about such a site, and the reply is not sent to this list, please let me know also.
