Dear Tuan, the ReconOS toolchain ist built for use on a Linux system. While it may theoretically be possible to use a Windows system with CygWin (that's what the Xilinx tools come with on Windows, I assume), I'd strongly recommend you try it on Linux first (e.g., in a virtual machine).
