Whether or not the new level was installed via upgrading, or newly 
installed may be significant.  This is because the configuration files 
(used in the prior level) are re-used if possible.

On my systems, I don't have a separate /home partition, and test systems 
have everything newly-installed.

Perhaps, on a newly-installed system, something is missing.

That being said, I tried the tests on my (newly-installed, and updated) 
Lubuntu 16.10 system on my minimum-system test machine, and could not 
reproduce the problem.

I have a newly-installed Xubuntu 16.10 partition on that same machine, 
but didn't install Rosegarden on it.  I could install Rosegarden and run 
the test there, if you think it is worth trying.
