Under the TDF organisation there are also other repos that should probably be archived (but we are going semi off-topic now). ;) We could also mention that we have the other LibreOffice organisation and cross link from tdf to LibreOffice too. Hello Thorsten, hi all, Thanks for taking care of those changes. I have a doubt that I would like to clarify before starting to have contributors pushing changes to this new place. The WollMux repos are now under the LibreOffice GitHub organisation that, to my understanding, should be just a read only mirror from our git instance hosting the LibreOffice source code. We also have a different organisation (https://github.com/tdf) where we moved in the past the ODFtoolkit. The same place is also hosting other tools and collateral repos like the LibreOffice metadata. Hello Cor, hi all, during the last board call on Monday, I unsuccessfully tried to get clarifications about this new "proposal" for hiring in-house developers. I'm still struggling to understand why there was the need to trash 9 months of work for presenting a new text that sounds more like just the "abstract" of the previous document with some changes that are even bringing more controversial problems on the table (like for example how many positions will be opened for hiring the in-house developers - one, two, many). In parallel with this, I'm still not buying the explanation given to the exclusion of one elected board member from the work on this new "proposal". During the call you replied to me in a contradictory way, first saying that Paolo and Kendy have been excluded, than stating that the new "proposal" have been worked on when Kendy was already out of the board...that brings back again to "just Paolo being excluded". I attended the board call, I read the thread here and, also to me, Sophie's questions are valid and still unanswered. This "proposal" is just ignoring all the work done in the last 9 months and it reduces the previous publicly available document to just an analysis of the areas where this potential in-house developers could work on, when and if the ESC will give the permission to work. And, BTW, I agree with the concerns already expressed by others in having this in-house developers reporting to the ESC instead of the ED and from him to the board like all the others. On this particular point I'm also having a sense of déjà vu. I remember the board discussed the very same idea of "special" reporting chain when in the past there was the discussion about the developer mentor. ...and as far as I remember, also at that time the discussion was quite heated and at the end the "special" reporting chain proposal was dropped. So, I'm wondering, why we have again the same non working approach on the discussion table?! For what concerns the legal review of the hiring proposal, I would disagree that there's no need to have a legal review for it. I would like to remind that TDF is based in Germany and that the hiring proposal will need to clearly define the job role, the tasks that the new hire will work on, the expectations for what concerns deliverables, the working hours etc. So, if in the voted proposal parts of those topics are touched, a legal review is needed (and to me, it looks like this). If as you seems to hint, the proposal is just something generic for approving to hire someone and the details of the job offer will be clarified in a separate document, your "proposal" should just mention that the board resolves to hire the in-house developers and that the details of the job offer and the contract will be provided in a separate document reviewed by TDF's legal counsel. The board resolution can't mix up the two things. If the resolution is really intended to cover the "full package", your proposal is actually incomplete and can't be voted on. First of all, there are several ways to contribute to our projects and, as a common ground, our statutes provides also some guidance on the areas and on the ways to evaluate if a contribution is meaningful. I think that the Board of Trustees is the heart of TDF, it's the body that will empower the governance (both Membership Committee and Board of Directors) and, at the same time, it's also the body that will have the right to vote and elect the members of TDF's governance. It's not a secret that I consider really important to have a Board of Trustees that can represent all the different voices we have at TDF. For this reason I believe that it's crucial to keep a good balance in it while working at the evaluation of new applications or renewals. With this I don't mean that in some cases the Membership Committee should be stricter or more flexible just for a "quota" reason. In the past term, my first in the Membership Committee, we had cases where it was really trivial to take a decision, in others the evaluation took quite some time, required extra investigations and even extra inquiries, reaching out to the people mentioned as contacts for verification for understanding the kind of contributions. What I also noticed is that in some local communities there's a lot of activity and commitment and that unfortunately there's no visibility at "international level". This is also what I described in my candidacy as the problem to "bridge the gap between the local and international communities". Last year with the community survey and this year with some sessions with the local communities I think that as MC we made good steps in this direction, but the path to walk through is still a long one from my point of view. One of the questions we are asking to every member that asks to renew the membership or to every new applicant is their commitment to contribute to our projects. Commitment and engagement are good metrics to be considered in the evaluations, together with the quality of the contributions. I also think that as Membership Committee we should improve and proactively look at our local communities, searching for new ideas/needs/feedback and new potential contributors that are eligible to became members. Our foundation stands on the idea that contributors are entitled to take decisions. I would like to go a step further trying also to ensure that all the contributors will be aware of how our foundation works and that if they are interested they can also actively join the governance of our project. This is something that needs to be done in parallel with the constant improvements for lowering the entry contributing barrier for empowering all the users that are still not actively contributing but that could be interested in doing so. I also strongly believe that "contributors are not falling from the sky". I think that the direction to look into is to increase and strengthen the cooperation between the existing members of the Board of Trustees, the Board of Directors, the Membership Committee, the TDF team, the Engineering Steering Committee, the Advisory Board and the Certification Committee. This group of people is extremely small if compared with the number of users consuming what is available thanks to LibreOffice or the Document Liberation Project. For this reason we should take care of all the resources we have available, share the workload and maximise the outcome. We are plenty of users out there, now it's time to let them evolve to the "contributor phase" and to listen to and engage with all the local communities that are already doing an amazing work. I hope that this clarifies even more what I would like to focus on in this term if the Board of Trustees will decide to re-elect me. [board-discuss] Self nomination for next TDF's Membership Committee: Marina Latini
Dear Community, as some of you already know, I'm not "new at TDF" and at the same time I would like to share more about me and my background. I'm Marina Latini, an Italian living in Germany from 2018. If I should start to describe myself a bit more I could definitely divide my life in three big chapters, the "before OOo and TDF", the "during OOo and TDF" and the "from 2020" time. Before starting to contribute to OOo (and after 2010 to LibreOffice) I was a computer science student, curious to learn every day something new while also starting to move my first steps with the Linux side of technology. I had also other passions and hobbies and, all those activities and new people I met, guided me in the next phase, the one I call the "during OOo and TDF" phase. As it really often can happen, I started to contribute to OpenOffice as Italian translator and in QA. Before as volunteer and later on also with a full time job, those activities brought me to focus completely on LibreOffice. Those were also the days where I worked on migrations and trainings from Microsoft Office to LibreOffice, with a particular focus on the Italian public administrations. In those years I had the opportunity to work on several migrations, taking care of the technical bits, the deployments, the trainings and also the communication and marketing parts. I had the opportunity to interact with a lot of users that started to use LibreOffice really often for cutting costs, but also for "more noble causes" like a real commitment to open source. ;) You know that working on migrations to LibreOffice isn't an easy task. There's a lot of work to do, there's the need to explain why those new users should also "do the next step" and start to "give something back to the Project". There's the need to always push for interoperability and at the same time there's the not easy task to explain that LibreOffice isn't "just an Office clone" but that we are the heterogeneous global community that keep everything working while introducing new improvements. In this "during OOo and TDF" phase I had the honour to meet several of you, I co-founded the Italian home of LibreOffice that we called LibreItalia, and I started to look at the Project from different points of view. In this phase I also had the honour to serve TDF as board member for two consecutive terms. In 2020 there's the start of what I call the "from 2020" time. After several years where I was a LibreOffice volunteer and also a paid contributor, I started a new chapter at SUSE. Let me clarify that at SUSE I'm not part of a LibreOffice team, but as "Maintenance Release Coordination Engineer" I also work on the LibreOffice updates that the SUSE customers and the openSUSE community will receive on those systems. The work requires to also solve dependencies issues, build LibreOffice on really old (but still supported systems) and also help with the backport of fixes on those maintained systems. We are also doing bug triage and more testing and several of those bugs are directly reported at the TDF's Bugzilla. With the experience I made over those different phases I described, I think I developed a good understanding of the needs of volunteers and also paid contributors and I would like to help in supporting both the areas and their needs always taking into account TDF's mission and vision. During those years I saw TDF growing and evolving, and I formed the idea that the foundation needs to invest more in growing the Board of Trustee and together with it also involve and grow more members into the governance. In parallel with this I strongly believe that TDF is what it is today thanks to the shared efforts of all its contributors, from volunteers to paid ones. I would really stress the concept that all the contributions are crucial and vital and that everyone who invests spare time and/or paid work on our foundation needs to be included and listened. With this I also mean that TDF, and in particular the Membership Committee, needs to reduce the gap between what I call the "local communities" and the "international project". With the other Membership Committee's members we recently organised some sessions with some local communities and this disconnection between the local communities and the Foundation is unfortunately still too prominent. If you will decide to support my candidacy, I assure you that I'll focus on bridging those two sides of our foundation, trying to also support the local communities with what is needed for contributing to TDF's projects in the most efficient way. We are all part of the same project, many of us were part of it from day 0, some officially, others unofficially, but we were all there. Can we stop to act like kids and try to really cooperate like adults? As for finding new board members on the list to express a view you feel represents you: these long threads packed with trolling and misrepresentation on board-discuss are not a great way to interact I suspect. Why would a new board member want to engage in them while they find their feet ? Lets not be quick to preemptively despair of sensible decision making. This way to act is not only affecting the board members. It has a negative impact on the full community and on all the potential new contributors that are just scared away by all those dramas. These days the we have created rules to exclude people from such decision making - which has the potential to significantly exacerbate conflict and division I feel. ...talking about trolling, I was indeed missing yet another comment against the CoI policy. Dear Members, this is the announcement of the PRELIMINARY results of the voting for the next Board of Directors. First of all: many thanks to all people who ran for elections! The number of members who voted is 120, so 91 members did not. In fact the total amount of eligible voters was 211. I'd also like to say thanks to all the voters. Elections are the most significant moment for a member, what let them differ from anyone else in our community. With the PRELIMINARY results, elected as member of the Board of Directors, are the following candidates, in this preference order: Full members: 01. Thorsten Behrens 02. Paolo Vecchi 03. Jan 'Kendy' Holešovský 04. Emiliano Vavassori 05. Caolán McNamara 06. Cor Nouws 07. László Németh Deputies: 08. Gábor Kelemen 09. Ayhan Yalçınsoy 10. Gabriel Masei These results were calculated using the same tooling and rules as usual: OpenSTV (https://github.com/Conservatory/openstv - https://en.wikipedia.org/wiki/Counting_single_transferable_votes#Meek). The Membership Committee agreed on the ranking of the first six candidates, but is still discussing about the last four candidates. Unfortunately, given that there are 10 candidates and 10 seats, the version 1.7 of OpenSTV is not proposing more than one round for considering how to rank all the candidates that are not reaching the threshold, but it only considers all the candidates as elected. [board-discuss] Open Letter from Membership Committee - a follow-up
Dear Board of Directors, what we are facing during the last days it's definitely something sad that will leave a scar in our history and memory. 2020 is the year where we planned to draw and shape our present together, celebrating our history and origin and forging our future always together. Big changes like these are really often a source of frictions among the involved parties and it's not always easy to conciliate positions, interests and needs of all the people involved in the discussion. There's a general tension between the board members that seems to be not solvable internally without someone external acting as moderator. This ongoing pandemic emphasized even more the lack of in-person meetings and opportunities to discuss face to face the controversial topics and re-gain the lost trust. It's unfortunate to see that the great efforts and energies spent in an innovative marketing and communication plan, that was already planned to be discussed in the next days, after a first round of feedback, will be probably impacted by the recently announced move. This project is far from being perfect and moving away with parts of the project because of internal conflicts in a body of our foundation won't apparently improve the situation for neither TDF nor the ones leaving. The Membership Committee was already offering to mediate the ongoing discussions with the previous open letter. Today we are renewing the offer to constructively work on the planned improvements and we would like to invite all the members of the Board of Directors to attend the planned shared meeting on October 14th during our 10th anniversary conference. It's a really sad and bitter day just after our 10th anniversary, that we all hoped to spend together, planning for new exciting things. We want to renew our offer to moderate conflicts and work in a constructive way to achieve a solution that could make all the parties satisfied. Well, every TDF member should also advocate and share why someone should contribute to the Project and decide to apply for the membership. Doing the same with the "MC hat" should increase the time spent on this topic and improve the way to achieve this particular goal. I'm not used to count to how many people I'm talking to about TDF and the projects developed under the Foundation's umbrella but I think the number is not so small. * How many applications have you voted against ? I wasn't serving TDF in this role and this question doesn't apply to me. ;) * Do you believe we should have a half-way house / badge between membership and non-membership that encourages a person, and gives the a path via more contribution to achieve full membership ? I'm not sure if I completely got your question. Are you talking about a fixed number of required contributions (cf. badge) in one or more areas of the Project before being qualified to apply and ask for the membership or are you suggesting to draw a path that could guide a new contributor to the needed steps for being part of the project and become at the end a (long term) contributor and also a TDF member? I think that before adding extra barriers we should draw a path and encourage and attract contributors that at the end could be also new TDF members. We already have something in place with the https://whatcanidoforlibreoffice.org website and the next step could be to expand the part "how" and "why". * When there are no concrete metrics (such as translated strings, code commits, wiki changes, ask comments, etc.) available to decide on a person's contribution; what is best practice for MC members vouching for their friends' contributions, and how should other MC members validate that ? In the ideal world this is a corner case that doesn't exist but you know, the real world is not always so easy. ;) The MC has in place a good peer-review process and if no-one in the group can decide if it's better to approve or decline an application, the first step should be to ask for more details directly to the applicant. If also in this case the info are not enough, the next step should be to ask to the community members if someone has some evidences of that person's contributions. Usually the local community is the right place to query in this step. If also after that step it's still not possible to evaluate and come to a positive decision, probably the best solution is to reply to the person that should contribute more and reapply again. This is something that should be communicated properly, providing to the person also some advice on how to contribute and in which areas and could also be a good idea to try to contact that person from time to time for understanding if there's the need of support and if with the first "decline" the person is also facing the imposter syndrome. * To what degree should the MC's decisions & discussion be transparent (ie. publicly available) ? Our project is a global one and we have different people from different countries and cultures involved. I don't think that the details behind a MC vote should be made public because again, we could cause the imposter syndrome due to a "public exam" and a "public vote" (and I'm not considering at all legal implications ;) ). Apart from this critical set of info, the workflows, the processes and all the other activities should be made public and shared and discussed in advance also with the existing TDF members. In this "open first" approach all the legal requirements or limitations that come "by law" should also be taken into account ;) * How do you believe we can improve the existing election system - assuming the statutes can be tweaked ? + I'm interested in where we have the situation that being too popular can stop you being able to engage at all as a deputy - as we saw with Miklos/Jona in the last MC election, and Kendy in the last Board election. Let's try to improve one area at time ;) Running too many big projects in parallel could bring to a chaos where the MC members can't really focus on the goals. Dear Community, in the last months I took some time to look at our Project and Community from a different perspective. My daily job at SUSE, completely unrelated to LibreOffice, finally gave me also the independence and the opportunity to look with different eyes at what we are now as a Community and as a Foundation. 2020 is also a special year for our Community given that we are celebrating our 10th anniversary as an independent Project. I'm not looking at the past with the nostalgic eyes of someone that would search for a way to bring the project back to the early days and, at the same time, I think it's quite normal to try to look at what we achieved and what could be improved and how. From 2007 I saw the OpenOffice.org community growing, claiming for independence and I had the honour to see TDF improving day by day from 2010 on. Now that we reached a good stability and independence, I think it's time to focus more in establishing stronger relationships between our local Community members, Contributors, and the Foundation itself, increasing the number of TDF Members and giving a voice to all the underrepresented Contributors and new potential users that found too high the barriers for joining our Project. I also consider it fundamental to open our Project to other open source communities that share with us similar ideas and goals and take the chance of looking at other improvements opportunities and constant growth. I already had the honour to serve this Community for two terms as board member and chairperson and today I would like to share with all of you my desire to run for the new Membership Committee elections and, if elected, to continue to serve our Project not only as contributor but also as active element of our daily Foundation life. Dear Community, the end of 2019 was also marking an important change to my relationship with TDF. I already informed the core group (board, team and MC) and now it's time to share the news with you too. After 18 months of collaboration, CIB decided to not extend my contract. This decision is obviously having a big impact on my general LibreOffice commitment and from December 15 I officially changed my affiliation from CIB to unaffiliated. Let me say thanks to everyone before the end of my last term as board director. Was a real pleasure and honor to serve TDF and the Community and I can't still find proper words to say thanks to all of you for the trust you gave me for two consecutive terms. This was a four years journey where I learned a lot from each of you. I can't say that everything was going on always smoothly, but I hope I was able to met the expectations. Dear members, with the preliminary MC election results posted last Tuesday, and having received no objections within the challenge period, that ended last Friday, it is my pleasure to now declare the official results of the 2018 Membership Committee Election. AFFILIATION conflict resolution: The vote preliminary results were in conflict with § 8 IV of our statutes (https://www.documentfoundation.org/statutes.pdf), with both Miklos Vajna and Jona Azizaj having the same affiliation. The two elected candidates and the board discussed the options to resolve the conflict and Miklos decided to step down in favour of Jona. Considering that Miklos can't be a MC member and that Stephan decided to not run again for the role, Miklos declared his availability to support and mentor the new MC with the internal tools already in place for the daily workflow of the Committee itself. The Board is really glad for this proposal and the support Miklos is offering to the MC and the whole LibreOffice community. FINAL RESULTS: The board declares the following Members of The Document Foundation elected into the Membership Committee. Candidates are sorted in their order of election preference, after all preferences have been considered according to the Meek STV method with Droop-Dynamic-Fractional setting, default threshold. [board-discuss] Announcing Elections for next TDF Membership Committee
Dear Community, we hereby officially announce the upcoming elections for the next Membership Committee of The Document Foundation. As per § 12 II of our statutes, [1] the Membership Committee's term lasts two years. The current Membership Committee started its duty on September 19, 2016. Therefore, the old Membership Committee remains in charge until the end of September 18, 2018, so the new MC will be in charge the day after that, which is September 19, 2018. That upcoming term will then (regularly) end on September 18, 2020, so the next elections of the Membership Committee will take place before. As per § 6 III, only members of the Board of Trustees of The Document Foundation, as well as current members of any of its bodies, are eligible to be elected into the Membership Committee, and the election is overseen by the Board of Directors (§ 12 II). The active electoral right is reserved to those who have been members of the Board of Trustees before this announcement (§ 12 II). § 6 III also states that members of the Board of Directors or their deputies may not be members of the Membership Committee and vice versa. There is one more notable limitation: Per § 8 IV of the statutes, a maximum of 1/3 members of the Membership Committee is allowed to work on an employment basis for the same company, organization, entities, affiliates or subdivisions. Nomination of candidates fulfilling the above requirements, as well as self nomination is welcome. In total, at least five members of the Membership Committee members are required, and given there are enough candidates, up to four deputies can be elected based on the last board decision on this matter. As deputies are on duty quite often, we encourage many candidates to participate. Re-election of current members of the Membership Committee is explicitly permitted (§ 12 II).
