 ARTICLE:  South Dakota Lawmakers Explore Hemp's Potential as
Cash Crop

Weber said the bill seems to have a good many supporters in the House,
and added that the real effect of the legislation would be to send
a message to Washington to change federal policies on hemp.

Pubdate: 1/31/00 South Dakota lawmakers will discuss this week whether
industrial hemp is a potentially lucrative value added crop for farmers
or a headache for law enforcement.

The House Agriculture Committee takes up a proposal Tuesday that could
open the door to hemp production in South Dakota.

Supporters say hemp is the honest but misunderstood cousin of the
illegal drug marijuana. The plant produces oil, seeds and a fiber
that can be used to make clothing and other products.

"This is an amazing plant and there's an amazing amount of stuff coming
down the pike with this," said Watertown-area dairy farmer Joe Stein.
"It's a value-added crop."

There is one significant difference between hemp and marijuana, supporters
say. Hemp doesn't pack enough of the chemical substance
tetrahydrocannabinol,
or THC, to get someone high. Both plants are varieties of the same
species, Cannabis sativa, which is a controlled substance in the United
States regardless of its narcotic content.

House Bill 1267 sanctions production of industrial hemp with a THC
content of 1 percent or less. The bill adds that anyone harvesting,
possessing or selling industrial hemp with a THC content greater than
that is guilty of a Class 2 misdemeanor, although no violation will
be prosecuted unless THC content is greater than 3 percent.

But even as Rep. Robert Weber, R-Strandburg, introduced the bill last
week, a recent report from U.S. Department of Agriculture's Economic
Research Service was downplaying hemp as a new crop for farmers, saying
it's likely to remain a "small, thin market."

The report pointed out that in Canada, where industrial hemp is legal,
the 35,000 acres grown in 1999 oversupplied the North American market.


The report adds that hemp oil has poor prospects because it has a
short shelf life and can't be used for frying; that the hemp seed
market is likely to remain small like the market for sesame and poppy
seeds; and that the textile market for hemp fiber, judging by the
textile demand for linen derived from the legal crop, flax, is not
likely to be profitable.

But Bob Newland of Hermosa -- a member of the Libertarian Party who
has been pushing the issue with a series of postcards to state lawmakers
in recent months -- counters that the market will develop if industrial
hemp is legalized.

Weber said the bill seems to have a good many supporters in the House,
and added that the real effect of the legislation would be to send
a message to Washington to change federal policies on hemp.

"We're trying to get the federal government to back off and let us
raise it like they do in Canada and some other places," he said.

Nineteen other states have considered hemp legislation since 1995
and several have approved it. Minnesota and North Dakota allow production
if farmers obtain permits from the U.S.

medical marijuana -IN COMPLIANCE with California "compassionate use" LAW as

friendly GOON should be SWATted with public opinion.

Prop 215 co-author Anna T. Boyce, R.N. will join Steve and Michele Kubby for
an emergency  meeting with Laguna Beach Mayor Kathleen Blackburn at 4:30 PM
on today.  Several other patients will also be attending, to lodge a protest
against the threats made by the Laguna Beach Police Department that they
will order a SWAT raid on any citizen who attempt to grow even one medical
marijuana plant.

Andy Kinnon, Regional Director for AMMA arranged the emergency meeting with
Mayor Blackburn specifically to discuss threats and civil rights violations
made against Steve Kubby by the Laguna Beach Police Department.  The AMMA
group is currently considering taking the LBPD to the Orange County Grand
Jury for felony violations of the Compassionate Use Act, Americans with
Disabilities Act, Unruh Act, and especially the Bane Act which provides
enhanced penalties where an officer of the law threatens a disabled person
who is attempting to exercise rights granted by the state.

AMMA also calling for an investigation of the Laguna Beach Police Department
for violating their oath of office to uphold the law, violating the
California Constitution and endangering the public safety.

It would be very helpful if you could fax a letter sometime this week, on
your official stationary, to Mayor Blackburn, explaining your frustrations
about  this issue and urging the implementation of the Compassionate Use
Act.  Please make the point that there is no reason to vote anymore if the
laws that we pass are so blatantly ignored by police.

Plateau de Bure have been reduced to the minimum
necessary for safeguarding the installations.

as millions of maggots swarm over the carcasses.
Rendering plants process decomposing animal carcasses, large roadkill and
euthanised dogs and cats into a dry protein product that is sold to the pet
food industry. One small plant in Quebec, Ontario, renders 10 tons (22,000
pounds) of dogs and cats per week. The Quebec Ministry of Agriculture states
that "the fur is not removed from dogs and cats" and that "dead animals are
cooked together with viscera, bones and fat at 115° C (235° F) for 20
minutes".

 standard (ergonomics is the science of fitting the job to the worker) to
 the Occupational Safety and Health Administration (OSHA) of the U.S.
 Department of Labor no later than February 1st.  The address is below, or

 comments of 10 pages or less to the Docket Office at 202-693-1648.

 Adoption of the standard will reduce the risk of injury and illness to
 workers who must do repetitive tasks or lift heavy weights. Work-related
 musculoskeletal disorders (MSDs) such as back injuries and carpal tunnel
 syndrome are the most prevalent, expensive and preventable workplace
 injuries in the U.S.

 The majority of affected workers are women -- many of them in
 manufacturing, nursing homes or other physically-stressing positions.

 Some business and industry sources have opposed adoption of the standard
 and have conducted an extensive letter-writing and grassroots campaign
 against it.

 Letters from employers who support reasonable standards, and letters from
 employees at risk of MSDs, would be effective.  Please stress the
 importance of reducing the risk of MSDs for women workers.

 BACKGROUND INFORMATION:

 In announcing the proposed standard on Nov. 22nd, Secretary of Labor
Alexis
 M. Herman noted that A300,000 workers could be spared from painful,
 potentially disabling, injuries, and $9 billion can be saved each year.@
 OSHA has studied the problem of work-related MSDs for a number of years
and
 has concluded that a set of practical and flexible standards be adopted.
 (Details on various studies and research reports can be found on the OSHA
 (address at end of message.)

 About one-third of general industry worksites (approximately 1.9 million)
 would be affected and 27 million workers.  Many large employers have
 ergonomics programs in place, but numerous smaller employers do not. The
 department has concluded that each year about 1.8 million workers sustain
 work-related musculoskeletal disorders, such as injuries from
over-exertion
 or repetitive motion. Other types of MSDs are sciatica, herniated disc and
 low back pain; however, MSDs do not include injuries from slips, trips,
 falls or other accidents. About a third of MSDs are serious enough to
 require time off and some injuries often need a lengthy recovery period. A
 third of workers= compensation payments are due to MSDs.


 Women suffer 70 percent of the carpal tunnel syndrome cases and 62 percent
 of the tendinitis cases that are serious enough to require employees to
 take time off work.  Annually, more than 100,000 women have work-related
 back injuries.

 The program, if adopted, would mean that workers who experience covered
 musculoskeletal disorders receive a prompt response, evaluation of their
 injury and follow-up by a health care professional, if needed.  Most
 workers who must take time off to recover from such an injury would get 90
 percent of their pay and 100 percent of benefits during that time.
 Experience has shown that employees are often reluctant to report symptoms
 if this might result in missed work that causes lost income.  Costs to
 employers to correct problems are estimated at an annual average of $150
 per work station fixed. That total annual cost is less than half that
 incurred in paying medical costs, lost productivity and other expenses
when
 injuries occur.

 THE MESSAGE:

 Your letter urging adoption of the ergonomics program standard can be
short
 and merely state your support; it need not be technical and you do not
need
 to be an expert of any sort to comment on the proposed standard.
Obviously,
 letters from employers and business owners in support of the standard will
 be important, as many employers have opposed this standard in the past.
But
 workers who have been injured on the job where an ergonomics standard
could
 have prevented the injury or reduced the severity need to write OSHA as
well.

 If you believe that adoption of an ergonomics program standard could
 improve the safety and productivity at your workplace, explain this in
your
 letter or email message.  It will be important to stress the special
 benefits to women workers who sustain a majority of MSDs.  Note that
 on-the-job MSDs should be prevented or minimized and that numerous studies
 have shown that sound ergonomics programs have demonstrated effectiveness
 in reducing risk.

I think you are correct concerning the civilian police being more out of
control than the military. I recently had the personal experience of a
retired State Trooper who acts as a process server try to convince me he had
a search warrant to search my home!!  He was a thug paid by my EvilX to ry
to see the scope of a security camera I have and determine if I did in fact
posess video of EvilX stalking!  Talk about Illegal Search!  Fortunately, I
knew there are no such warrants in civil cases.

 media are owned by the same guys.

 If you believe TV, you believe that America is overrun with drug crazed,
 psycho rapists and cop killers, it's not safe to go out of your house, and
 the only reason they haven't broken into your house yet to rape you and
 kill you and steal your TV is because some young, good looking cop
 somewhere was willing to "bend the rules" a little.

 Don't believe it. We live in a police state here. If you have any doubts
 about this, put on your funkiest clothes, leave your money and ID at home,
 and go for a walk in a rich neighborhood at night. Break no laws. See what

I have had a running argument with
tech-types for years about the relevance
of technology changes to the future of
liberty.  I have always argued that the
potential of tech to enhance overall
liberty is approximately zero.

Instead of poking into the details
of individual cases, let me address
my general case.  Statism in its
various degrees of strength, in my
theoretical framework, is caused by
an elite or power group setting up
a successful memetic field, ie. a set
of ideas projected to a specific population
target group, generally but not necessarily in
a specific geographic area,  that creates
a flow of resources, money, power etc.
to the elite which further maintains the
elite's ability to continue and intensify
the memetic field, creating a positive
feedback loop.

Some might argue that, no, the
use of "force" or "coercion" is the
cause of Statist tyranny...But, no, only the
legitimization of such force and coercion
through a successful memetic field
makes Statist tyranny possible.  No matter
what technology may be available in
a particular era, the susceptibility of
human nature to memetic fields, makes
tyranny possible in any situation.

So far in human history, liberty,
such as it is, is primarily the result of
defects in such tyrannous memetic
fields.  Liberty in the interstices as
someone said.  In addition, the more
sophisticated forms of Statism like
"Western Democracies" also, dispense
of little liberty and "rule of law", or at
least the illusion of the same, to its
victims.  This system appears a bit
more stable than Absolutism.
Unmitigated absolutism  appears to
be unstable as one would expect of an
unrestrained positive feedback loop.
Negative feedback stabilizes
as anyone control theory would
indicate.

So!  What is the bottom line?
Liberty can be achieved in any era,
but only if an elite power group that
experienced an influx of money and
resources by projecting a libertarian
memetic field could somehow come
into being.  Clearly, means that
private protection agencies in direct
competition witht the State must be
the beginning of an effective libertarian
movement, not the end of the
libertarian movement.  YIKES!

You take any organization, from a Church to the Military to Unions -
there are many members in one body and as a body they move with good
intentions, but boy you take the members one by one and examine them
looking for faults, or one gets out of line..the entire body is
judges in the press prior to knowng the full truth.

Nobdy is perfect; bit as a unit our military is now being pushed into
rebelling.the old line do as I say, not as I do begins to take on a
little more meaning, when we see leaders such as Clinton causing mass
murder - yet a soldier is accused of a crime, and the entire military is
condemned.

There is nothing new under the sunthis country is bieng torn apart -
now they start on the Catholic Churchinfiltrators into this once
great church destroy from withinall timed, in a nice packageyet
in the wings the homosexuals and individuals have invaded the boy
scouts, the Catholic Church - everywhere.   Want to be homosexual, well
the Priesthood one abstains from such practices - you are married to the
Church - carnal knowledge is forbiddenbut in the military, well this
guy has not been taken to a Court of law yet.

Bring our boys home; after all our President is an alleged rapist,

what do you expect in the military?   Bring our boys home where they

 I think you're too harsh on Partin, however. *Something* made the
hole
  in the roof of the concrete room. It's probable that he hasn't seen the
  autopsies, and so is only making a reasonable assumption that an
explosion
  on the roof of the room would subject the interior to a spray of
concrete
  rock shrapnel, killing anyone inside who might be alive. In any event,
it
  makes little sense to have him lie about Waco if he's telling the truth
  about OKC.


 Here is my response:

 

 Of course we know SOMETHING caused the hole in the roof of the concrete
room.
 But there is a reason Ramsey Clark and Gordon Novel asked Partin to write
an
 affidavit, and not you or me.  Partin is a munitions expert.  We are not.

 Partin was not asked for a "reasonable assumption." He was asked for
expert
 opinion.

 In his affidavit, Partin gave his *expert* opinion about the hole in the
roof
 of the concrete room and the fireball.  As an *expert,* he said the
fireball
 appeared over the roof and was part of the phenomenon that caused the
hole.

 As an *expert* we might expect Partin to base his opinion on the evidence.
But
 the evidence contradicts Partin.  The fireball did not appear over the
roof of
 the concrete room.  Therefore the fireball was not part of the phenomenon
that
 caused the hole in the roof as Partin inferred.

 Partin got the location of the fireball wrong, despite easy availability
of
 photographic evidence and layouts of the Mt.Carmel Center.

 Partin also said the fireball was caused by a breaching charge. So Partin
also
 got the cause of the fireball wrong.

 Are we supposed to believe Partin wrote and signed an affidavit on the
 fireball and the hole in the roof without looking at the photographic
evidence
 and layout diagrams, and Partin pontificated about the deaths of the
mothers
 and children without looking at the autopsies?

 What WAS Partin basing his analysis on, if not the evidence?  Ian Goddard
 e-mails?  Or does the same military intelligence unit write the scripts
for
 Partin and Goddard?

 Twice during the last several years I have confronted Partin at public
 meetings and interrupted him as he was spooning out Waco
 disinformation--disinformation about the concrete room and the bodies of
the
 women and children.

 The first confrontation occurred before dozens of people at the 1997
 Surveillance Expo (organized by Jim Ross of Ross Engineering in N.
Virginia).
 When I spoke up, Partin just tried to shut me up.  On one occasion Partin
 addressed the critical issues I raised with these words:

 "Details, details, details."

 If details are beyond an explosives expert, I'd hate to be around when one
of
 his bombs go off.  They'd probably go off an hour early, in his back
pocket.

 I had a second confrontation with Partin at a meeting of the Sarah
McClendon
 Study Group in Washington DC.  The results were pretty much the same.  He
just
 ignored my questions and went on with his script.  On neither occasions
did
 Partin seem to be even remotely embarrassed.

 After both events I approached Partin and spoke to him amicably.  Because
we
 have known each other slightly over a number of years and because we both
live
 in the N. Virginia area, I invited Partin to my office to have a look at
ALL
 the relevant evidence on my very own computer. Despite my repeated
invitations
 and his knowledge of my phone number, Partin never called me to take me up
on
 the offer.

 That is, he did not call me until the evening of January 5, 2000.  Someone

 OSLO, Norway (AP) - President Clinton and American peace envoy George
Mitchell were among those nominated for this year's Nobel Peace Prize as
the
 deadline ran out Monday.

 Clinton was nominated for at least the fifth straight year, this time
by two Norwegian parliamentarians, Vidar Kleppe, of the right-wing Party
of Progress and
 Steinar Bastesen, an independent.

 ``Clinton is president of the world's most powerful nation and
throughout his presidential term has been a guarantor and friend of
peace,'' a news release from the
 legislators said. They said he was a key player in ending war and
conflicts in the former Yugoslavia, and defends human rights worldwide.

 The Norwegian awards committee said it may not release the number of
nominations until its first meeting on Feb. 23.

 The secretive five-member Nobel Peace Committee never releases the
names of candidates. However, those making nominations often announce
their pick. The
 winner is announced in mid-October.

 The Norwegian news agency NTB said Mitchell was nominated for his peace
efforts in Northern Ireland by an American congressman, who was not
identified.

 Finnish lawmakers in December nominated their President Martti
Ahtisaari, whose term ends this month, for his peacemaking efforts in
Kosovo and Namibia.

 Each year, the awards committee is flooded by nominations, many of them
invalid because they are made by those without nomination rights. This
year, invalid
 nominations included one from a group of Serbian war veterans for
Yugoslav President Slobodan Milosevic, blamed for much of the violence
in the Balkans
 through the 1990s, NTB said.

 Those with nomination rights include members of national legislatures
and governments, past laureates, some university professors and peace
groups, and awards
 committee members.

 The committee also accepts nominations postmarked by the Feb. 1

   "Dateline" airs Broaddrick's tale of sexual assault by
   Clinton

   WASHINGTON (Court TV) — A sometimes
   tearful Juanita Broaddrick appeared on national
   television Wednesday night describing how Bill
   Clinton allegedly sexually assaulted her 21 years ago
   when he was attorney general of Arkansas.

   The story is not new. The Wall St. Journal broke the
   journalistic silence last week by running a
   commentary summarizing Broaddrick's version of
   events and needling NBC for allegedly sitting on a
   "Dateline" piece deemed too explosive to air.

   Broaddrick alleges that Clinton asked to come up to
   her Little Rock, Ark., hotel room during a nursing
   home conference in 1978 the day it happened.

   "I was a little bit uneasy, but I felt a real friendship
   toward this man and I didn't really feel any danger,"
   she told "Dateline."

He starts to, um, bite on my top lip and I tried to
   pull away from him," Broaddrick tearfully told
   reporter Lisa Myers during the interview. "And then
   he forces me down on the bed. And I just was very
   frightened, and I tried to get away from him and I
   told him ‘No,’ that I didn’t want this to happen but
   he wouldn’t listen to me."

   Clinton was, she said, "such a different person at that
moment — he was just
   a vicious, awful person." Broaddrick said she eventually
stopped resisting
   Clinton, explaining that it was a "real panicky, panicky
situation."

   Asked what she now thought of Clinton, she replied: "My
hatred for him is
   overwhelming."

   So NBC finally aired Broaddrick's interview with Lisa
Myers, one month and
   four days after it was taped, arguing reporters and
producers needed the extra
   time to thoroughly check the complicated story.

 could trigger ostracism

  The leaders of 14 European Union
governments
 yesterday threatened to all but drum Austria
out of
 the world's richest economic club if an
anti-immigrant
 right-wing party joins a new coalition
government in
 Vienna.
  Portugal, which holds the rotating
presidency of
 the European Union, issued a statement
yesterday
 saying the heads of the other 14 EU countries
had
 unanimously agreed to isolate Austria
diplomatically if
 the populist Freedom Party and its
controversial
 chairman, Joerg Haider, come to power.
  The extraordinary decision would be the
harshest
 sanction against a member ever issued by the
 43-year-old economic union and would target a
 party that finished second in democratic
elections last
 fall — and is, by some new polls, the single
most
 popular party in Austria today.
  "At some point, we must take very
determined
 action," said Belgian Foreign Minister Louis
Michel.
 "Otherwise, tomorrow, how can we carry a
 European message of democracy, openness and
 tolerance?"

 To his supporters, the 50-year-old Mr. Haider is
 an energetic crusader against the country's
stagnant
 political status quo, calling for reforms of
the heavily
 regulated economy and of an extensive system of
 political patronage operated by the country's
 long-dominant center-left and center-right
parties.
  To his many detractors, including many of
the
 leftist and center-leftist governments in power
across
 Europe, he is seen as a xenophobic far-right
 politician with a history of public statements
seeming
 to minimize Austria's brutal Nazi past.
  Still, the swiftness and the intensity of
the EU
 reaction stunned analysts.
  "I'm still trying to understand it," said
Simon
 Serfaty, a professor at Old Dominion University
and
 the director of European studies program at the
 Center for Strategic and International Studies.
 "Teaching others how they should go about doing
 good government seems way beyond the mandate of
 the EU."
  Mr. Serfaty said the action was likely to
backfire
 badly, bolstering Mr. Haider's standing in
Austria and
 increasing resentment by "Euro-skeptics" across
 Europe about the reach of the EU bureaucracy in
 Brussels.
  Portugal said EU members would cut off all
 bilateral official contacts with Austria,
oppose the
 appointment of Austrian nationals to
international

 Reaction from Vienna was swift and furious, with
 both Mr. Haider and Wolfgang Schuessel, head of
 the center-right Austrian People's Party now

 without consulting Austria — a member-state

On Friday, January 21, 2000, NBC's entertainment/gossip show EXTRA aired
a segment on the untimely and suspicious death of Jim Keith.  Its title
- "Poison Pen" - was used by the narrator to say that Keith's poison pen
may have cost his life.  He went where other journalists fear to tread,
EXTRA said, writing about the LSD/CIA connection, government coverups
and lack of morality, political assassinations and sinister spy
networks.  Was he murdered because he knew too much?  This question
framed the segment's five minutes.  Keith went in the hospital for knee
surgery last year at the age of 49 and died of a "blood clot" on the
operating table.

The only person interviewed by EXTRA willing to go on camera was Kenn
Thomas, Keith's friend and co-author.  The camera scanned a copy of "The
Octapus," written by Keith and Thomas.  The narrator said other people
interviewed were afraid to go public because they believed Keith's
"blood clot" was manmade, and thus they feared for their own lives
should they publicly say this.  EXTRA reported that Keith told an
associate a week before he died that he feared he was a marked man.

The narrator then listed the controversial cases Keith was investigating
at the time he entered the hospital: Was Tim McVeigh CIA
mind-controlled?  Was John F. Kennedy, Jr.'s death by plane crash
possibly a political assassination?  But the most dangerous activity of
all, EXTRA said, was Keith's research into the gruesome death by car
crash of Princess Diana.  Keith claimed she was pregnant at the time of
the accident and said he knew the name of the physician who could
confirm this.  Implied in this broadcast was Keith's belief that Diana's
death was no accident.

EXTRA ended by relating that many of Keith's associates believe a
political assassin infiltrated the hospital and induced the blood clot
that took Keith's life.

The " E" cable television show "Crimes and Scandals" broadcast last
night a segment about the long-running controversy over the  mysterious
death of journalist Dorothy Kilgallen.  She was the only person to
interview Jack Ruby in an unbugged environment about the assassinations
of President Kennedy and Lee Harvey Oswald.  Her manuscript on the JFK
assassination, which she called "the story of the century," disappeared
after her body was found in her bedroom.  The bedroom scene suggested to
investigators that  it was staged to look like an overdose of sleeping

Bush Nears Campaign Spending Record

WASHINGTON (Jan. 31) - George W. Bush spent almost $17.3 million - some
$200,000 a day - in the three months before the Iowa caucuses and New
Hampshire primary and is nearing the spending record for an entire
presidential campaign.

His spending total for the period between Oct. 1 and Dec. 31 was far more
than any of the other contenders for the Republican nomination, according to
reports filed Monday with the Federal Election Commission. Bush already has
spent almost as much money - $37.3 million - as most of the other candidates
will be allowed to spend for their entire campaigns.

Bush is not accepting federal matching funds so he is not bound by spending
limits.

On the Democratic side, Vice President Al Gore has raised $29 million, plus
$2.9 million to pay legal and accounting costs in the general election.
Former Sen. Bill Bradley has raised $27.7 million.

Bradley outspent Gore during the fourth quarter of last year, $10.9 million
to $8.7 million. Overall, Gore has spent $23.2 million in his quest for the
nomination to Bradley's $19.4 million.

With Bradley and Gore battling, political observers say the eventual nominee
may reach the $40 million spending limit long before the party convention
next August, while Bush has millions more to spend. That's the problem Bob
Dole faced in 1996 against Bill Clinton.

''There would be in effect a blackout,'' said Herbert Alexander, professor
emeritus of political science at the University of Southern California. ''The
presidential candidate who's going to be nominated in August cannot spend
money to keep staff, to advertise, to say things he wants to say in ways he
wants to say it.''

During the last three months of the year, Bush raised $11 million, bringing
his total to $68.7 million. He also took in $1.3 million for a separate
account to pay his legal and accounting costs for the general election. Bush
had $31.4 million in the bank as of Dec. 31.

He already has raised more money than any other presidential candidate ever
has, and is about to break all spending records as well. In 1996, Republican
nominee Dole spent $42.2 million for his entire campaign.

Bush is not accepting taxpayer funds for his campaign; candidates who accept
the federal matching funds must limit their spending to around $40 million.

''What's extraordinary is how the money keeps coming in,'' said Anthony
Corrado, a professor of government at Colby College in Waterville, Maine.
''To put this in some perspective, Bush essentially by the first week of
January 2000 had spent about what the other candidates would be able to spend
under the spending caps for the entire campaign - and he still has another
campaign's worth of money left to spend.''

Bush also has been able to outspend publisher Steve Forbes, who is not
accepting federal matching funds and is mostly financing his own campaign.
Forbes reported spending $33.6 million, including $14 million during the last
three months of 1999. He reached into his own pocket for $28.7 million for
his presidential run last year, including $12.4 million between Oct. 1 and
Dec. 31. When he ran in 1996, he spent $37.5 million of his own money.

''We plan on spending what it takes to be successful,'' Forbes campaign
manager Bill Dal Col said. ''We still fund-raise when we have the
opportunity, but we spend most of our time concentrating on building a
grass-roots organization and keeping Steve on the road delivering his message
to the voters.''

An Associated Press computer analysis of Bush's fourth-quarter figures found
$3 of every $10 spent by the Texas governor going for TV commercials. Besides
Iowa and New Hampshire, Bush ran commercials in Michigan, South Carolina,
Arizona, and Delaware, where early primaries are being held.

''You can't turn on a TV or listen to the radio and not hear or see something
about George Bush,'' said Rep. Lindsey Graham, R-S.C., who is backing one of
Bush's opponents, Sen. John McCain.

Of the $37.3 million Bush spent through Dec. 31, about $10 million went for
fund raising, $6 million for television commercials, $6 million for general
operations and $4 million for travel.

McCain, R-Ariz., reported raising $13.6 million, plus an additional $2
million transferred from his Senate campaign funds. He has around $7.7
million to spend, including $6.2 million in federal funds.

Among Democrats, Bradley raised twice as much money as Gore during the last
three months of 1999 - $8.5 million to $4.1 million. Bradley had $8.3 million
in the bank at the end of the year to Gore's $5.7 million.

Reform Party candidate Patrick Buchanan reported raising $1.2 million during
the last quarter of 1999, when he left the Republican Party, and borrowed
$1.4 million. For the year, he raised

 Top CIA officials thwarted an internal investigation into evidence
 that the agency's former director, John Deutch, mishandled large
 volumes of secret material, the NEW YORK TIMES reveals in a
 bombshell report set for publication on Tuesday.

 CIA computer security specialists discovered Deutch had placed large
 volumes of classified material on personal computers in his home.

 Deutch deleted "more than 1,000 classified files from his personal
 computers" and he "declined to be interviewed by the CIA's security
 officials," reports the TIMES' James Risen, according to publishing
 sources.

 Deutch told the CIA that he wanted to keep the Macintosh computers
 in his home after he left the government. Deutch explained how he
 wanted them because he was using them for his personal banking,
 reports the TIMES.

 Current CIA Director George Tenet and other senior CIA officials
 "did not immediately report Deutch's possible security lapses to the
 White House or congressional oversight committees," states an
 inspector general's report on the Deutch case.

 Their delay in telling the Justice Department about the case allowed
 a one-year time limit on appointing an independent counsel to lapse.

 were "top-secret files about a wide range of CIA activities,
 including presidentially approved covert action programs."

 Risen: "Deutch joined the Clinton administration in 1993 as under
 secretary of defense for acquisitions and technology. In 1994, he
 was named deputy secretary of defense, the No. 2 post at the
 Pentagon. In May 1995, Deutch was confirmed as director of central
 intelligence. When Deutch moved to the CIA, he named as deputy
 director Tenet."

 'SAVAGE' FLU-BUGGER COULD FACE CHARGES

 SEX columnist Dan Savage may have thought his icky
 germ-warfare attack on Gary Bauer's Iowa campaign was a
 terrific prank -- but the joke may be on him.

 Loras Schulte, Bauer's Iowa campaign director, is now
 planning to file a criminal voter-fraud complaint against
 Savage.  He is investigating lodging assault charges against
 the columnist, who bragged online that he tried to spread the
 flu by licking doorknobs and coffee cups.

 Schulte is also fighting the flu.

 A civil suit against Salon.com, which published Savage's
 snot-smeared undercover account of working for Bauer, is also
 being discussed among the Iowa Bauerites who were the gay
 radical's targets.

 "I don't want to be vindictive or un-Christian, but
 Christians aren't supposed to be doormats.  Somebody has to
 take a stand against this sort of thing," Schulte tells me.

 An apology would not be enough for Schulte.  He says legal
 and financial penalties "are the only things these people
 respect."

 The man's got that right.  And he also would appear to have a
 good case.

 Republicans unearthed Savage's voter-registration form, in
 which he certifies he is an Iowa resident.  The address
 Seattle resident Savage gave on the form is for the Des
 Moines hotel in which he had been staying for a week.

 According to the Iowa attorney general's office, if Savage
 can't prove he signed that form honestly, intending to
 establish permanent residency in Iowa, he could face up to
 $7,500 in fines and five years in jail.

 The assault charge is a tad more complicated, Schulte
 believes.  If merely spitting on someone in Iowa fits the
 legal definition of simple assault, how could spreading
 saliva intending to cause medical injury to others possibly
 be legit?

 And get this:  If you assault someone in Iowa because of their
 religious or political affiliation (among other reasons), you
 violate the state's hate-crimes statute.  Simple assault thus
 becomes serious assault, which is punishable by up to a year
 in jail.

 Danny Boy's smirky admission in print that he wanted to
 infect Bauer and his followers with the flu to get back at
 them for being members of the "religious right" looks pretty
 damning now.  That's not journalism, boys, that's evidence.

 Schulte should use the criminal and civil courts to hit these
 jackasses as hard as he can.  Savage is a narcissist and a
 liar whose self-righteousness borders on the sociopathic.
 He's a disgrace to both journalism and gay activism.

 And Salon should pay the price for its contempt for
 journalistic standards and simple human decency.  Do
 companies like Barnes  Noble really want to support this
 kind of "journalism" with its advertising dollars?

 Why has the mainstream media ignored this story, with its
 profound implications for media ethics, gay politics and the
 integrity of the democratic process?

 Are hate crimes not hate crimes when committed against
 Christian conservatives?

 The media's silence says it all.

CIA's Deutch Investigation Quashed at the Top


Deutch had records of Clinton-approved covert operations.

WASHINGTON, Jan. 31 -- Top officials of the Central Intelligence Agency
impeded an internal investigation into evidence that the agency's former
director, John M. Deutch, mishandled large volumes of secret material, a
classified report by the agency's inspector general concludes.

The report details a series of actions by the agency's former executive
director and general counsel that it says "had the effect of delaying a
prompt and thorough investigation of this matter." It asserts that George
Tenet, the agency's current director and Mr. Deutch's top deputy, should have
done more to "forcefully ensure" that the case was properly investigated.

But the report also says that Mr. Tenet said he had given instructions that
the investigation go forward unimpeded.

The report did not accuse Mr. Tenet or his aides of violating any laws in
their handling of the incident. But at the inspector general's recommendation,
 the C.I.A. has set up a special panel to examine whether Mr. Tenet and other
top officials handled the case appropriately.

The investigation of Mr. Deutch began in December 1996, just as he was
leaving office. According to the inspector general's report, C.I.A. computer
security specialists discovered he had placed large volumes of classified
material on personal computers in his home, including information about some
of the government's most sensitive covert operations.

This was a potential violation of both agency rules and federal law, but the
report says an inquiry by security officials was effectively shelved after a
few months. The C.I.A. did not tell the Justice Department about the case for
more than a year. The inspector general did so in early 1998, after an agency
employee complained to the inspector general's office that the inquiry had
not been properly handled, according to officials knowledgeable about the
investigation. Mr. Tenet learned of the possible security breach almost immedi
ately but did not move to reprimand Mr. Deutch until the inspector general
had notified the Justice Department of a possible violation and completed his
report on how the case had been handled inside the C.I.A.

After reviewing the case, the Justice Department decided last April not to
prosecute Mr. Deutch, who lost his security clearances. He issued a statement
in August apologizing for his actions.

Running afoul of the government's elaborate rules for handling paper and
computer files can be a serious matter. Wen Ho Lee, the former Los Alamos
computer scientist who is being held without bail awaiting trial, has been
indicted for what prosecutors say is the unauthorized downloading of massive
amounts of nuclear secrets.

The inspector general's report discloses that just three days after Mr.
Deutch learned that his computer practices were under review, he deleted more
than 1,000 classified files from his personal computers. The report also says
that Mr. Deutch declined to be interviewed by the C.I.A.'s security
officials.

The inspector general found that there was no evidence that the classified
material on Mr. Deutch's computers was obtained by another country, although
there was no way to be certain. In the case of Dr. Lee, by contrast, the
government has charged that he transferred and copied nuclear secrets with
the intent of aiding a foreign country, although prosecutors say they have no
evidence he committed espionage.

As the C.I.A. case unfolded in late 1996 and early 1997, the report says, it
was closely watched by Mr. Tenet, Michael O'Neill, the agency's general
counsel at the time, and Nora Slatkin, its executive director.

Frustrated by limits the report says were imposed on them, C.I.A. security
officers concluded that senior officials were protecting Mr. Deutch and
"washed their hands" of the case. One security officer told the inspector
general that the "investigation had been one in name only."

The case raises anew a question that has plagued the agency for the last two
decades: Can the C.I.A. police itself? Over the years, Congress has prodded
the agency to appoint forceful inspector generals and included the director
of central intelligence among the handful of top officials subject to
investigation by an independent counsel. Lawmakers made it clear that agency
officials who blocked or misled internal investigators should be harshly
dealt with.

The inspector general's report on the Deutch case suggests that these
safeguards depend on how the agency's leadership interprets the rules. Mr.
Tenet and other senior C.I.A. officials did not immediately report Mr.
Deutch's possible security lapses to the White House or Congressional

The next step: "Bomb Vienna"? Pangermanism yesterday and today
We all hope that no responsible policy maker will ever pronounce these words. 
Yet hardly a year ago another European capital, Belgrade, was bombarded with a 
variety of "smart" and not so smart weapons. Granted, the human rights 
violations perpetrated by Serbias president and his patently undemocratic 
entourage are a far cry from what are up to now just the electioneering speeches 
on "Austria for the Austrians" of Joerg Haider, leader of the countrys "Freedom 
Party", recipient of an unprecedented censure by European Union governments. Yet 
there are ominous parallels: Milosevic was presented to public opinion as a 
"communist", "racist" and promoter of "ethnic cleansing", and therefore 
deserving to be bombed into submission, while a veil of silence was drawn over 
the ferocious acts committed by other protagonists in the Balkan scenario. Now 
the scene is being set for Haider: a "neo-nazi", "racist" and, "Euro-skeptic", 
the latter being a new category of the "political incorrect" in todays 
Europe.
What is worrying is not so much (or not only) when Haider says things like 
"we were all nazis then" when referring to Austria in the 1930s; a statement 
which unfortunately is historically true, though, as in Germany, anti-nazi 
resistance did develop. 
It is disturbing that hardly any mention is made of the real roots of 
Haiders policy, i.e. Pangermanism, a doctrine which developed long before 
nazism and has continued since. Its present-day from is regionalist Europeanism 
promoted by a variety of movements, mostly in the German-speaking countries but 
with allies such as Italys Northern League (see "I confini dellodio" by Bruno 
Luvera, Rome, 1999).
Pangermanism is a German version of the expansionist doctrines developed by 
the other major powers in the nineteenth century. Unlike other imperial 
policies, however, it does not view Europe or the world simply as a community of 
nations ranked by strength and resources, but rather as a "great chessboard" (to 
use Z. Brzinskis expression) where the players are not so much states but 
ethnic or racial groups. One of the best known early promoters of this view of 
history was Arthur-Joseph De Gobineau, the French aristocrat who liked to boast 
descent from a Viking pirate. With the failure outright military expansion in 
the two world wars, this world view sees Europe as a constellation of 
"minorities" (since the word "race" is taboo) orbiting around what is 
essentially the historical core of the German Reich.
Pangermanism was formally organized in 1890 as the "Alldeutscher Verband". 
The theory had two major currents: the "grossdeutsch" ("great German") one 
aspiring to restore the hegemony of Catholic Vienna, and the "kleindeutsch" 
("small German") one looking to Prussia and Berlin. After the defeat of the 
Central empires in 1918, Vienna was definitely relegated to a satellite role. 
Paradoxically, Austrian Pangermanism tended to be more virulent than in Germany 
proper.

If Taiwan requires American weaponry to defend their new Freedom against
the mainland Chinese socialist/communistic forces of darkness, then does
it not follow that Freedom-loving American citizens require weaponry to
defend themselves against the socialist/communistic forces of darkness

Who owns the Internet? If you think the answer is "nobody," you're
right--for now. That's why it has been such an astonishing innovation that
has flourished so vibrantly at the grassroots. But this pioneering era may
end badly, with an all-too-familiar finish: Big business tames a giddy and
experimental phenomenon and turns it into a nice, tidy, and ever-so-
profitable money-maker. And why not? That's what happened with phones,
with radio, with TV. The difference this time may be that too many people
have sampled an open information environment to settle for less.
The thugs of the story, who want to fence in the Internet, are the cable
companies, led by communications conglomerates like ATT. They now
have something many of us want: broadband Internet service. But they plan
to make us pay for it in more ways than one. And the stakes have risen
dramatically since the largest of the Internet Service Providers, America
Online (AOL), announced a merger with Time Warner in January.
The fight is about closed access versus open access to broadband.
"Broadband" just means faster transmission of more data. For web
users, that's a lot. It's the Internet squared: no waiting, no loading. With
broadband, web pages fly by like the flicked pages of a book, and web
video looks just like TV. In fact, it may be TV, and your phone, and your
spreadsheet program, and your fax, and anything else that can attach to the
sophisticated transmission system. That's because broadband is not simply
the future of the Internet. It's the future of our communications systems.
Anyone familiar with the World Wide Wait is itching for
broadband service. And cable companies would love to get it to you.
But they want control over how you use it, and who gets to you
through it, and they want to charge you for the privilege. That could
turn the Internet of today, the open-to-anyone-for-anything system,
into cable on steroids.
Now, as cable companies are beginning to offer broadband, local
governments are demanding open access: the ability to get on the
broadband using any Internet Service Provider on the same terms as
anyone else's. The cable companies are fighting for closed access:
They want to force everyone who uses their broadband service to go
through their preferred Internet Service Providers.
Until the announced merger, America Online had been one of the
leaders in the battle for open access. But, with its merger pending, that
could change. Time Warner, along with owning TV networks, movie
studios, magazines, and music companies, is also the second largest cable
operator. AOL executives proudly pledged their continued
commitment to open access. But if the merger goes through, AOL
Time Warner will have to decide whether it's still for open access or
whether it will opt instead for closed access.
"AOL benefited from an open access business plan and still does,"
says Andrew Schwartzman, head of the the public interest law firm Media
Access Project, based in Washington, D.C. "But there are always
attractions to monopoly. We hope the open access model prevails."
What ATT does may be very important in that story. It's now
the largest cable provider in the country, as well as the largest long
distance phone company in the world. Back when ATT was Ma
Bell, before 1982, the phone company was an easy target for
resentment. It's an easier target now. It became the largest cable
company in the world last year when it bought TCI, which has had its
own image problems. Before the merger, TCI was the largest cable
company in the United States and was looked upon with all the
fondness people held for Darth Vader (Al Gore even referred to
TCI's chairman by that epithet). Now, the two reviled giants are
joined at the bottom line.
Almost two decades after government lawyers broke up the old phone
monopoly and ATT abandoned local service, the company owns a
pathway to many of us again.
Cable wires reach out and touch three-quarters of U.S. homes. They
also pass almost all of them, and digital cable wires could handle phone
traffic. ATT has gone on to buy other cable systems and awaits Federal
Communications

This book is the 1963 Edition of Britannica...Book of the Yearthe
Illustrated Factual Record of Great Events of an Important Year

Published by Encyclopedia Brittannica.also included two book length
articles "The Craft of Intelligence"by Allen W. Dulles, former director
of Central Intelligency Agency (his middle name was Welsh our family
name - they sure get around)  at least one of our family names, so

John F. Kennedy was still alive when this book published.

Now is early in am so forgive errors and I in part will get some of this

ANTARCTICA

During 1962 two significant seps were taken by the US to provide more
permanent facilities in Antarcica.  On February 13, 1962 a new major
scientif station replacing the old Byrd sation built in 1957 and later
crushed beyond repair under many tons of drifted snow ws placed in
commission and occupied by scientists and logistics support
personnel.new statioan consisted of 600 ft. steel arch tunnel with
seven access tunnels so arranged that almost nothing proruded above the
surface of the snow.

On March 4, 1962 a 1500 kw nuclear power plant was activated at McMrdo
sound.  Plant was designed to generate electricty for entire station and
provide steam to melt snow for water suply.in compliance with the 12
nation Antarcic treaty with prohibits nuclear explosions in Anarctica
and the disposal there of rdio active waste material, waste from nuclear
power plant would be removed in approved containers to US for disposal."

Arriving at the South Pole Station.
The station is at an elevation of 2,900 meters; however the equivalent
pressure elevation, based on polar atmospheric conditions, will vary
from 3,300 to 4,000 meters. No landmarks are visible on the
3,000-meter-thick plateau of ice. (They actually sell sweatshirts with
the saying: "Ski South Pole: 2 miles of base, 2 inches of powder.")
South Pole Station is 1,350 km from McMurdo Station and is supported
entirely by special ski-equipped planes, among them the LC-130 planes
operated for the U.S. Antarctic Program. Up until 1999, the Navy
(Antarctic Development Squadron Six) was responsible for these aircraft;
now, the 109th Air Wing of the New York Air National Guard is
responsible for all the flights. Most of the pictures you see on the
Virtual Tour date from before late 1999, so most of the aircraft
pictured are Navy; for more recent photos, see our page on the NYANG.
 Here is an example of a ski-equipped plane that is not an LC-130 --
it's a Cessna 180 operated by Adventure Network, a private Canadian
company. The pod on the bottom is for extra cargo.
Some brief history:
The geographic South Pole (90 degrees South) has long been a prized goal
of Antarctic explorers. The first to reach it were four Norweigians led
by Roald Amundsen in 1911. About a month later, in January 1912, the
British explorer Robert Falcon Scott reached the South Pole with four
companions. Scott and his party perished from exposure and hunger on
their attempted return on foot to the McMurdo Sound region.
U.S. Navy Admiral Richard E. Byrd was the first to fly an airplane over
the South Pole (1929), but he did not land there. The site was not
visited again until 1956, when Navy Admiral George J. Dufek stepped off
an LC-47 with an advance party to build the first permanent South Pole
Station. The station was established in 1957 for the International
Geophysical Year under Paul Siple, first station scientific leader. It
continued to function year-round until January 1975, when the present
station was occupied. The new station is about 350 meters from the true
Geographic South Pole, (learn more about this on the poles page) and is
drifting toward the pole at about 10 meters/year.
Scientific research at the station falls into the general disciplines of
upper-atmosphere physics, meteorology, earth sciences, geophysics,
glaciology, biomedicine, and astrophysics.
 Sun, Wind, and Temperatures!
Sun -- During the winter at the South Pole, the Sun never rises. (The 6
months of night is another reason this site is good for astronomical
observations.) During the summer, the Sun never sets! It goes all the
way around the sky every day. (For more information, see the tour page
on Life at the South Pole and the Sun.) All this light can actually be
dangerous. Because the South Pole is a high altitude site, the sunlight
is very intense. And, in addition, you have lots of reflected light from
all the snow. You can't go outside at all without sunglasses (with
uv-blocking coating). In fact, there is a substantial risk of snow
blindness, where you literally sunburn your eyes -- it can be serious
and painful. (Oh, and when you go buy your sunglasses, make sure that
you pick ones where none of the metal frame touches your skin!)
Wind and Snow -- There is only a trace of precipitation, and drifting is
the primary factor in snow accumulation around station structures.
Average wind speed is around 12 knots, although many summer days are
calm.
Temperatures -- The average annual temperature at the South Pole is -50
degrees C and generally ranges between -21 degrees C in the summer and
-78 degrees C in the winter.

   IN SEARCH OF FEMININE FAVOR

In my travel during the week, the conversation fastened on the
question of women and their vote. What first brought up the
question was the poll showing that George W. Bush had slipped
behind John McCain in popularity among Republican women voters
in New Hampshire. Bush is still ahead nationally, but there,
too, he has slipped by almost 10 points from the lead he once
enjoyed.

What is it that accounts for such movements? Are there basic
questions involved? In a conversation with a prominent author,
I was told that he had begun a novel after confronting a datum
head-on. It is that (he informed me), 70 percent of the novels
sold in America are bought by women. My friend had resolved
now to write a novel designed for women. What was the formula
he'd pursue? I wanted to know. He winked and told me to look
out for his novel when it was completed, and published.

I recalled that there had been much surprise when Vice President
George Bush tapped Dan Quayle for his vice president at the 1988
Republican convention in New Orleans. But Walter Annenberg was
not surprised. The super-competent businessman, art collector,
diplomat and philanthropist had it figured out: He said that
in the spring of 1988, Vice President Bush was running behind
the likeliest Democratic contender, Michael Dukakis, among women
voters by 12 points. Two years earlier, Dan Quayle had defeated
his Democratic opponent in Indiana in the race for senator,
winning with a 12-point advantage among women. So ... Mr. Annenberg
reasoned that Quayle would be a likely running mate.

Now perhaps that was an easy point to make in that context, given
that Quayle is Hollywood-handsome. On the other hand, George Bush
is pretty handsome. In fact, contrasted with Dukakis, especially
when wearing a helmet, Bush was Adonis running against a frog.

But however tempting it is to throw away conjectural explanations
for women's attraction to one or another candidate, there has to
be some reason for these imbalances. What is the adviser to Bush
telling him to do in the closing days of the New Hampshire
contest? He hardly has the opportunity to go to war and prove
that he can be as heroic as his opponent, or as his father.

Is there a crystallizing difference between the two in the
matter of public policies? Both men oppose abortion, though
perhaps Bush more resolutely. And anyway, many women are fervent
advocates of choice and are thinking not, Shall we go Bush or
McCain, but rather, Shall we go Bradley or Gore?

The whole business of appeal to women rose to the level of
caricature last fall when it was revealed that Al Gore had hired
himself a woman to instruct him in the special means of depicting
himself as an Alpha male, not to be confused with a mere Beta
male. The whole business was laughed out of court, but there
we are again, with rejected conjecture but without anything
solid to put in its place. How do Republicans set out to attract
women voters?

The long view of things has to come to terms with the implications
of the gender question. There is approximately zero resistance to
the idea of giving a high office to a woman, and we live in an age
in which Great Britain has had not only a queen called Elizabeth,
but a truly Elizabethan prime minister. Sprinkled about Asia there
have been women chiefs of government and of state.

In America it is probably true that some would harbor a little
skepticism about voting for a woman for president. But the
reason for that is as simple as that it is hard to imagine a
situation in which a man would fail to win the presidential
race, given that there are so many men engaged in the business
of politics. Elizabeth Dole is the only female presidential
contender since the movement by Walter Mondale in 1984 to
purchase feminine approval by lifting Geraldine Ferraro for
vice president simply failed. On the other hand, he'd have
failed, in 1984 against Ronald Reagan, if Joan of Arc had been
his running mate.

The identification of the Republican candidates with the idea
of the family has got to be the strongest point when the contest
narrows from intra-party contention to contention between Democrats
and Republicans. Whether it will be McCain or Bush we have yet to
know. But one of them will be battling Gore or Bradley. And that
will be the time responsibly to raise the question: What do we
expect in the way of behavior from our chief of state? Gore is
not responsible for the delinquencies of Clinton, but he is
associated with them. That damned spot he cannot efface, and
no focus group can teach him how to do that.

The Geopolitics of Caspian Oil

Summary
The leaders of Azerbaijan, Georgia and Turkey met again in Ankara Jan. 21 to
hash out the final details of the much-touted Baku-Ceyhan oil pipeline. Baku-
Ceyhan is one of a dozen various proposals for exporting oil from the former
Soviet Union. Despite having U.S. support, it is also one of the least likely
to be built. Several pipeline options are on the table, all with strategic and
political pros and cons. The existing network certainly cannot handle the
projected supply of oil to come from the region. Thus, new pipelines must be
put in place. Considering the instability of the region, the significant
question becomes: Which pipelines are most likely to be built? [See map.]
Analysis

The Existing Network and Plans for Expansion
The existing pipeline system for the Caspian Sea region has a limited capacity,
consisting of a mere 500,000 barrels per day (bpd). The United States
Department of Energy estimates that the region will be capable of producing
3,500,000 bpd by 2010 and 5,000,000 bpd by 2020, vastly more than the current
pipelines can handle.

To alleviate this problem, Russia is building the Tengiz-Novorossiysk line from
Kazakstan to access Central Asian oil fields. Furthermore, most of the
Caspian’s pipelines can be expanded. Baku-Supsa and Baku-Novorossiysk, each
operating at 100,000 bpd, can increase their production up to six-fold.
Simply expanding the existing pipelines, however, will be both costly and
insufficient. Expansion of the Baku-Novorossiysk route will require large
outlays for additional sections needed to bypass Chechnya. Due to the conflict
in Chechnya, Russia has been forced to use costly rail-links to circumvent the
Chechen section of the line. Also, none of these routes terminates near its
primary market – Western Europe – instead ending on the Black Sea. A total
capacity of more than two million bpd would create immense tanker traffic on
the Black Sea and serve to clog the already congested Bosporus.

Other pipeline plans are in the works to counter this challenge. The U.S.
preference is for a one million bpd Baku-Ceyhan pipeline that terminates
directly on the Mediterranean. But the Clinton administration has yet to place
any financial resources behind the pipeline. Another U.S.-backed proposal –
this one with assistance from the Export-Import Bank of the United States, the
European Bank for Reconstruction and Development and the World Bank – would
pump tanker oil from a coastal port in Bulgaria through Macedonia to Albania.
This Burgas-Vlore pipeline, with a capacity of 750,000 bpd, would do much to
alleviate the Bosporus traffic and directly supply Western Europe.

Another option is one that avoids the Black Sea entirely by piping Caspian oil
through Iran. Tehran has offered to pay for the construction of an underwater
pipeline or to redirect Caspian Sea tankers to Neka, Iran, which has an oil
terminal capable of handling 300,000 bpd without additional costs. Iran would
then construct a second oil pipeline from the Neka terminal to the town of Rey,
outside Tehran.

Iran then envisions reconstructing two existing pipelines from Rey to
refineries in the northern cities of Arak and Isfahan. Thus Caspian oil imports
would flow into northern Iran for Iran’s own use – in which Iran is likely to
refine the oil for export. But, in order to avoid U.S. sanctions, Iran will
utilize its oil-swap program. Iran would export the same volume of its own
Persian Gulf oil as it imported from Central Asia, but do so in the name of the
Central Asian provider.
The total cost for all of the Iranian projects is only $890 million, a huge
savings from the other options. Iran estimates it could handle all of the
export requirements for the entire Caspian basin – a whopping 3,500,000 bpd to
5,000,000 bpd. But not all of these proposals are feasible, due to a
combination of economic, political and security reasons.

The American Preference
Baku-Ceyhan, likely paired with Baku-Supsa and Burgas-Vlore, will remain the
United States’ first choice. Despite Baku-Ceyhan’s prohibitive expense and
questionable security, it would achieve a number of political goals. First, it
would reward Georgia for its pro-Western line and establish a perennial
justification for a U.S. and Turkish interest in Georgian independence. Second,
it would provide resource-poor Turkey with a steady energy supply and
facilitate Turkey’s development as a petroleum-refining site. The clear
disadvantages are inflated costs and the high risk of security problems in the
Caucasus and Balkans – two highly unstable regions.
The Baku-Supsa and Burgas-Vlore pipelines – while large – cannot possibly cope
with the 3,500,000 bpd to 5,000,000 bpd the region is expected to produce. This
leaves Washington with the option of placating Moscow and Tehran, both

Madeleine Albright, the US Secretary of State, yesterday hit back at America's
critics, warning them that they risked driving her country towards the policies
of isolation that led to the Second World War.
A refugee from Hitler, the Czech-born Mrs Albright was speaking at the World Economic 
Forum's annual meeting, an event which has drawn 30 presidents and prime ministers, 
along with more than 100 ministers and close to 2,0
00 businessmen to the Swiss resort town of Davos.
Mrs Albright was questioned about a perceived growth in resentment over the past two 
years - not just in the Islamic world, but in Russia, China and Europe - at America's 
overwhelming preponderance in the military, econom
ic and technological spheres.
The French Foreign Minister, Hubert Vedrine, has taken to calling America "the 
Hyperpower" in recognition of this. "It's very strange," Mrs Albright said. "The US 
did not ask to be the only super-power. But when we were n
ot on the international stage, in the 20s and 30s, our absence was a huge vacuum that 
led to great horrors."
But, she gave warning, America "is at a very delicate period. A lot of Americans would 
rather pack up and go home". Anti-Americanism has been one of the most noticeable 
features of this year's Davos meeting, and the Ameri
can magazine Newsweek titled this week's cover story "Honk if You Hate America".
The sentiment was most obviously on display on Saturday, when a group of several 
hundred protesters tried to storm the conference centre, only to be held back by 
police, reinforced by the Swiss army. Though they claimed t
o be demonstrating against globalisation, it was clear that America was their main 
target, as the globaliser-in-chief among nations.
When their march on the centre was foiled, they resorted to attacking the local 
McDonald's. McDonald's made the ideal target, representing as it does both a symbol of 
America and a symbol of the process of globalisation.
The demonstrators also attacked European cars, however, as well as injuring a Swiss 
policeman. It has probably not helped that America has chosen this year, the thirtieth 
Davos conference, to turn out in vast numbers, wit
h something like 1,000 leading American businessmen, most of them corporation 
presidents, in attendance.
The computer giants, men like Bill Gates and Michael Dell, have been here parading 
their successes, and what used to be a summit devoted to serious discussion of 
geo-political and geo-economic issues has been devoted to v
ariations on the theme of How to Make Money on the Net.
The presence of Bill Clinton has only added to the impression of American
triumphalism. His retinue, including five cabinet members and hundreds of
secret service men paralysed the town over the weekend, forcing delegates to
trudge for miles through the snow to get to lunches and brainstorming sessions.

I wish I did have the reference to that.  When my sister was studying
nursing at Emory University in Atlanta, Georgia, she found the research
article in their medical library somewhere.  It must have been back in the
late 80's.  Don't know what happened to it, but she was the one who found it
and told me about it.

Can war be fought for humanitarian reasons?

The "humanitarian" military campaign has become a distinctive feature of U.S.
foreign policy in recent years. But is it really humanitarian?
Not at all, writes Noam Chomsky in his new book, The New Military Humanism
(Common Courage Press). Indeed, the scholar-activist finds scant evidence in
human history of wars fought out of a sense of compassion. "The category of
genuine humanitarian intervention might turn out to be literally null, if
investigation is unencumbered by intentional ignorance," Chomsky writes. That
assessment is in keeping with his suggestion elsewhere in the book that the
term "moral state" is oxymoronic.
The United States, with its long record of aggression, epitomizes the hypocrisy
of nations that have instigated wars under altruistic pretexts, he argues,
noting that the recent instances of "humanitarian war" in East Afr
ica, the Caribbean, and the Balkans are of a type with decidedly nonhumanitarian U.S. 
interventions in Southeast Asia and Central America.
And in Kosovo, several factors, none of them humanitarian, motivated a military 
campaign that had the very effect--mass expulsion of Kosovar Albanians--that it was 
supposed to prevent, Chomsky says. He cites the recurrent
 need to stimulate military spending, "the basis for U.S. preeminence in computers," 
as one major motive for the war.
In placing Kosovo on a continuum that includes El Salvador, Nicaragua, and Vietnam, 
Chomsky rejects what he terms "the doctrine of 'change of course.'" In all essential 
respects, the United States' global behavior is the
same in the post-Soviet era as during the Cold War, he contends. U.S. interest in 
defending its unjust share of wealth has not changed, so why should we assume its 
modus operandi is now somehow nobler? The only difference
 in today's one-superpower world is that the United States has many more opportunities 
for low-risk intervention.
Every instance of American military intervention since the collapse of the Soviet 
Union has been utterly self-interested, in Chomsky's view. Thus, the 1992 Marine 
landing in Somalia, allegedly to rescue thousands from sta
rvation, was actually an elaborate effort to showcase U.S. military capabilities. 
Operation Restore Hope may also have taken as many Somali lives (between 7,000 and 
10,000, the CIA estimated) as it saved (10,000 to 25,000
, according to the U.S. Refugee Policy Group).
The 1994 occupation of Haiti did restore the elected government of Jean-Bertrand 
Aristide, Chomsky acknowledges, but only after Washington had facilitated his 
overthrow by "a murderous military regime." What's more, the U
nited States forced Aristide to accept "an extremely harsh version" of its Third World 
economic regimen as the price for his return to power.
Charles Krauthammer, writing in The National Interest (Fall 1999), argues that the 
Somalia and Haiti interventions, as well as the 1996 U.S.-led occupation of Bosnia, 
were "quintessentially humanitarian endeavors in which
 an American national interest is hard to find."
But Krauthammer is no fan of humanitarian wars, calling them "fool's errands." Somalia 
has returned to chaos; Haiti is once again in the grip of a "violent, unstable, 
squalid dictatorship"; precariously partitioned Bosnia
 looks more and more like a quagmire; and Kosovo presents a similar prospect of 
"endless occupation of a murderous neighborhood" of the most marginal strategic 
importance to the United States.
The problem, says Krauthammer, is that humanitarian war is fought in accordance with 
an "iron law" that is also its "central contradiction." A war can be waged for 
purposes other than pure national self-interest only "wit
h sustained political support at home," he reasons. But the American public will 
remain supportive only "if the war is bloodless."
By definition, wars cannot be bloodless, he says. As soon as U.S. soldiers start 
dying, political support for humanitarian interventions will be quickly withdrawn, as 
happened in Somalia. Even a mounting non-American deat
h toll eventually will make this type of war impossible to prosecute, Krauthammer 
says. That's what threatened to happen as U.S. bombs killed more and more Serbian and 
Kosovar civilians.
And, he adds, the need to prevent casualties--especially American casualties--requires 
that humanitarian war be fought with potentially calamitous means, such as 
high-altitude bombing. The ensuing "collateral damage" cont
radicts the very concept of humanitarian war.
"Humanitarian warfare has no future," he writes. "It is an idea whose time has come, 
and gone."

   The Noble War

   Book Review -- VIETNAM THE NECESSARY WAR, by Michael Lind; review by
by Robert G. Kaiser. Lind argues that the war was not a disaster but
a noble undertaking which had many positive consequences. He concludes
that the war had to be fought to preserve American credibility...Lind
finds fault with traditional criticisms of the war, insisting that it
was neither so savage nor so unjustified as many have concluded. He
does not understand Ho's one great advantage that the U.S. and its South
Vietnamese allies could never trump. [Ho Chi Minh and] the Communist Vietminh
defeated the French colonizers, a source of legitimacy and strength that they
never lost. The Americans, were the white-skinned successors to the French.
They helped restore the army the French had created, whose Vietnamese
officers had actually adopted French names and passports...but their
status was always, suspect. The war, complex as it was, never lost
one essential quality: The North Vietnamese were the home team, the
Americans and their Vietnamese helpers were the visitors.

   As I read Kaiser's review I felt a great deal of irony, for
the fact that we could never win in Vietnam and that we were the
invaders is what I attempted to tell the CIA from late 1967 through
January 2000.

   But the Agency has brain lock and cannot accept even these
belated truths. CIA propagandized itself and the world about Vietnam
and still believes its own lies. See for instance the book, CIA AND
THE VIETNAM POLICYMAKERS: THREE EPISODES 1962-1968, by Harold Ford,
published in 1998 by the CIA's Center for the Study of Intelligence.

   The Agency also possesses brain lock about most all of its
covert/intelligence operations. Until someone in government
realizes this and takes action to correct, it will create
more Vietnam-like disasters. To work in the CIA one must be
true believers not analysts, even though George Tenet ardently
claims to court such. Compliance, not intelligence, is the
CIA's golden rule.

   One can only speculate about its intelligence today on Colombia,
as the United States mounts a massive paramilitary operation there.
Does CIA intelligence reflect facts or policy. What about its propaganda?
Americans should have no illusions that the Agency and other involved
government entities even know the truth, as they blind themselves and
gird for war.

New evidence has surfaced that may blow huge holes in the prosecution of two
Libyans awaiting trial in Holland, before a Scottish Court, according to

In an upcoming one hour documentary, being prepared by American Public Radio
for 700 stations, new evidence confirms the US Drug Enforcement Agency (DEA)
was running drugs, sometimes without the knowledge of local authorities. The
DEA office in Nicosia, Cyprus got caught red handed. Several DEA agents from
the Cyprus office died aboard Pan Am flight 103.

The program will tell the story of how two Lebanese from the Kabbara family,
near Tripoli, were caught at Rome, Italy's International Airport with a cache
of heroin hidden in plastic coat hangers. The Tribunale DeRoma ruled then,
that the drugs were destined for the United States and the Kabbaras were on
the United States Government payroll. DEA Cyprus Country Office denied it,
but the three Italian judges ruled, "DEA Country Attache, Michael Hurley,
cannot be believed."

The Kabbaras were doing more for the Americans than running drugs, according
to the upcoming documentary. Italian police discovered the Lebanese brothers
had a company in Rome, called Kinex, (Kabbara International Export). Kinex
was actively "purchasing" military supplies in the early 80's from United
States suppliers and shipping them to Iraq. Police also found that the
telephone listed for Kinex actually rang in the United States Embassy in
Rome. As in other cases, DEA Cyprus regularly "loaned " drug informants to
the CIA who ran them as special assets.

DEA officials in Cyprus, testifying in civil proceedings in Great Britain,
repeatedly denied the existence of "controlled deliveries". However the
public radio documentary unit uncovered a deposition DEA Attache, Michael T.
Hurley, gave in a civil case in a South Florida Federal Court. Hurley says
there were, on average, 200 informants on the DEA payroll in Lebanon, and
controlled deliveries were set up about twice a year.

Two Lebanese from the Kabbara family, near Tripoli, were caught at Rome,
Italy's International Airport with a cache of heroin hidden in plastic coat
hangers. The Tribunale DeRoma ruled the drugs were destined for the United
States and the Kabbaras were on the United States Government payroll. DEA
Cyprus Country Office denied it, but the three Italian judges ruled, "DEA
Country Attache, Michael Hurley, cannot be believed."

The Kabbaras were doing more for the Americans than running drugs. Italian
police discovered the Lebanese brothers had a company in Rome, called Kinex,
(Kabbara International Export). Kinex was actively "purchasing" military
supplies in the early 80's from United States suppliers and shipping them to
Iraq. Police also found that the telephone listed for Kinex actually rang in
the United States Embassy in Rome. As in other cases, DEA Cyprus regularly
"loaned " drug informants to the CIA who ran them as special assets.

DEA officials in Cyprus, testifying in civil proceedings in Great Britain,
repeatedly denied the existence of "controlled deliveries". However the

The Pan Am 103 bombing was the largest killing of American civilians by a
foreign agents since WWII. Since the bombing occurred over Scotland, on a
flight out of Heathrow, the perpetrators are believed to be one or another
group of Middle Eastern terrorist/paramilitary groups in the employ of Iran,
and the longest lasting response from the US government has been an embargo
of Libya - there are certainly aspects that concern citizens and journalists
in the UK, Europe and the Middle East.

All aspects of the Lockerbie deserved attention, but there are some aspects
which deserve the particular attention of Americans. These will not be
addressed by people and press elsewher. It is these uniquely American topics,
the ones that are close to home - literally in our backyard - that have been
most abysmally ignored or covered up by the US media. For those for whom
justice in the Pan Am 103/Lockerbie case is anything more than a matter of
money, a clear exposition of the roles of the likes of George Bush, Oliver
Revell, and the way their ends were served by turning a blind eye to the
Lockerbie attack may be the only justice that is possible. To anyone who has
followed US-Iran relations over the last several years it is obvious that the
the people who literally “ordered” the Pan Am 103 bombing are beyond the
reach of the US - indeed it is unrealistic to suppose that they will ever be
held accountable. Khomeni, Mohtashemi, Assad, and Khaddaffi did not take an
oath of office to protect us - officials of the US government did. (That US
officials are indemnified against civil damages resulting from their failure
to carry out that duty is of overwhelming importance to plaintiff’s lawyers -
but not to anyone else.)
WHAT HAPPENED IN THE STATE DEPARTMENT BETWEEN JULY AND DECEMBER 1988?
It would be an invaluable luxury to be able to begin any consideration of
Lockerbie by knowing who carried out the bombing, how it was done and
ultimately at whose request. This is the way that many journalists would like
to tackle any story. Unfortunately there is only a reasonably strong
suggestion of the answer to the last question, and no credible evidence for
the first two questions. The two chapters in Sam Katz’s book on Ahmed Jibril
are as good a summary of what is know as any, but as Katz points out
paramilitary terrorists generally take their secrets and deeds to their
graves. In the case of Lockerbie there are innumerable theories, no
indisputable proof that any one is correct, and no reason to assume that
situation will change at any specific time in the future. Thus any discussion
that is predicated on knowing who precisely carried out the bombing is
essentially a dead end. The answer may be known by the intelligence services
of any of several countries, but it may not be. If it is there is no reason
to expect that it will be divulged except as it suits other political
purposes in what may be a very long fullness of time.
In the absence of this information are there questions that the press could
have addressed - yes, lots of them. Who had an interest in seeing the Pan Am
103 bombing succeed? What do the few facts have become public since Dec. 21
1988 add up to? Did the US security services take appropriate actions in
light of what was known? What can be inferred was known based on actions - as
opposed to public statements about “what was known”? None of these questions
have been addressed by American journalists, or if they have it is in the
manner of Michael Wines of the NY Times who like a weathercock points in
which ever direction the State Department is blowing, or Steve Emerson, whose
continued relationship with Oliver Revell (at least as late as Emerson's WSJ
article “Stop Aid and Comfort for Patrons of Terror” 8/5/96) make his
reporting of a story in which Revell may in fact be a central culprit,
unreliable. No independent American investigative journalists has gotten into
print looking at the domestic or US government aspects of the disaster.

Why revisit this question now? The basic facts were mostly obvious in 1989
after reading the list of passengers and John Newhouse’s The New Yorker (7/
10/ 89) article which described the meticulous care which US agents had
previously combed the passengers and baggage of a flight subject to a serious
bomb threat. Back in 1989 maybe security precluded Newhouse revealing that
similar, unsuccessful efforts were made to protect Pan Am 103 but 10 years
later there is still not the shred of a suggestion

TESTIMONY OF A SURVIVOR
Federal Worker Testifies
Jane Graham worked for HUD on the seventh floor of the federal
building. While viewing a video tape of the original television coverage
of the bombing, she noticed men who she had seen in the building the day
before and again on the morning of the bombing. They were dressed like
the building's maintenance workers, but she had never seen them before.

On the morning of the bombing at approximately 8:00 a.m. "these two
men were coming out of the stairwell on the first floor. Both were
dressed in blue pants and shirts like our maintenance workers. They
walked by me and I thought at the time they looked so different from our
normal people that are employed in our building."

Jane saw three different men in the parking garage beneath the
Murrah building who had what she thought was telephone wiring and a
block of solid putty-colored substance. They had plans of the building
they were discussing or arguing. Apparently, there was a disagreement
because one of the men was pointing to various areas in the garage. They
were talking about the plans of the building. "I assumed they were
telephone workers. When they saw me watching them, they took this wiring
and whatever else was in their hands and put it into a paper sack,
behind the passenger's seat in a...faded green station wagon."

Jane's office was on the seventh floor, but she had just gone to the
ninth when the blast occurred. "In reflecting on this I want to specify
that the first bomb, the first impact was a waving effect, like an
earthquake, which lasted several seconds. About six or seven seconds
later a bomb exploded; there was an entirely different sound and thrust.
It was like it came right from the center up, we could feel the floor
move. The last thing I remember was looking up and seeing the roof being
blown off."

These were two distinct events that occurred. The second blast was
not only very very loud, it was also very powerful.

Jane gave this testimony as an affidavit. She also talked with the
FBI about these incidents, but they showed little interest, only asking
if she could positively identify either McVeigh or Nichols.

received. These computers were not secured by CIA security.  Hacker’s Delight!
HACKER HEAVEN–THE TARGET DELETES AND SHUTS UP! "The inspector general's
report discloses that just three days after Mr. Deutch learned that his
computer practices were under review, he deleted more than 1,000 classified
files from his personal computers. The report also says that Mr. Deutch
declined to be interviewed by the CIA.'s security officials." When learning
his computer practices were under review, Deutch just deleted classified
files from his computers, and shut up. Can it ever be determined what he
deleted? And whether that deleted data was compromised or hacked? The Hackers
are sleeping soundly tonight.
HACKER HEAVEN FOR THOSE WHO LIKE TO EXAMINE THE GOODS AT THE TOP SUCH AS
"PRESIDENTIALLY APPROVED COVERT ACTION PROGRAMS" AND THE DCI’S PERSONAL
DIARIES! "Among the 17,000 pages of documents discovered in files on the
computers were top-secret and "code-word" files about a wide range of CIA.
activities, including presidentially approved covert action programs. The
documents also included 26 volumes detailing his daily activities in his
nearly two years as director and his previous time at the Pentagon." A HACKER

SUFFICIENTLY ASLEEP AT THE SWITCH! "Eventually, Mr. Deutch was told by the
computer official that he could keep the computers if he continued to work
for the CIA. as a consultant or contractor. Mr. Deutch then quickly arranged
through Mr. O'Neill to obtain a no-fee consulting contract with the CIA. The
terms called for him to retain three CIA. computers. The inspector general's
report indicates that the purpose of the contract was to allow Mr. Deutch to
keep his computers." Who is Mr. O’Neill? Later O’Neill refused to turn over
the four portable computer cards that contained files from Deutch’s
computers. O’Neill kept the cards in his office safe. Mr. O'Neill rebuffed
requests to turn the four cards over to the security staff, according to the
report. In an interview, Mr. O'Neill declined to comment on the handling of
the cards. A security official complained to Ms. Slatkin that Mr. O'Neill
"was dragging his feet," and that his refusal to turn the cards over "made it
look like a cover-up." At the same time, Mr. O'Neill said, he, Mr. Tenet and
Ms. Slatkin held a series of discussions "over a period of several weeks"
about the need to protect the privacy of the material found on the computers.
Mr. Deutch refused to be interviewed by the security staff, and senior CIA.
officials allowed him to avoid being questioned, according to the report.
Eventually, Ms. Slatkin, Mr. O'Neill and Mr. Deutch agreed to allow one
security officer to review all the computer files gathered from Mr. Deutch's
home. The four portable computer cards were finally turned over, but only
after they had been held by Mr. O'Neill for about three weeks, the report
states.
HACKER HEAVEN–THE CIA WASHES ITS HANDS OF THE INVESTIGATION! "Without an
interview of Mr. Deutch, the CIA.'s security unit "washed its hands" of the
investigation, according to one security official interviewed by the
inspector general's office. The security unit did finally write a report on
the Deutch case, in the summer of 1997, but the report sat in the security

Prisons and Poverty: A Nation in Crisis

The United States spends more on prisons and incarcerates more people than
any other industrialized country in the world. Over 5 million are in prison,
on parole or probation, or are incarcerated in INS detention centers.
Between 1971 and 1992, public spending on prisons alone jumped from $2.3
billion to $31.2 billion.

Altogether, corrections spending is growing at a faster rate than Medicaid,
higher education, and Aid to Families with Dependent Children. In 1995,
prison building expenditures jumped by $926 million while university
construction dropped by $954 million.

Prisons and Profit

Prisons soak up over $32 billion while generating billions of dollars in
profit for big business. Corporations are receiving a growing proportion of
our tax dollars to operate private prisons and provide services. Between
1987 and 1996, the number of inmates in private prisons jumped from 3,122 to
78,000. The prison industry generates an estimated $40 billion a year.

Who Profits?

Corrections Corporation of America (CCA) is the largest private prison
corporation in the world.

American Express and General Electric invested in private prisons in
Oklahoma and Tennessee.

ATT, Sprint, and MCI charge inmates and their families as much as 6 times
the normal cost of a long-distance call within the U.S.

Chevron, TWA, and Victoria's Secret use prison labor to do data entry, book
telephone reservations, and make lingerie at 23 cents an hour.

UNICOR, the federal prison industry corporation, uses inmates to make
recycled furniture at $40 a month for a 40-hour work week.

The Oregon Prison Industries manufacture "Prison Blues" blue jeans which it
promotes with an ad showing a young Latino inmate saying, "I say we should
make bell bottoms. They say I've been here too long."

Prisons and Social Control: Who goes to prison?

The so-called "War on Drugs" has made poor people, people of color, women,
youth, and undocumented immigrants the primary targets of the prison
industrial complex.

In 1994, one in three black men between the ages of 20–29 were in prison,
jail, on probation or on parole. In 1995, 47% of state and federal inmates
were black, the largest group behind bars. Black men were 7 times more
likely than white men to be in prison.

In 1993, Asians, Pacific Islanders, American Indians, and Alaskan natives
made up 2% of prison population. Native Americans are 10 times more likely
than whites to be imprisoned.

Latinos are the fastest growing group behind bars. Between 1985 and 1995,
Latinos jumped from 10% of all state and federal inmates to 18%.

In 1993, whites made up 74% of the general population, but only 36% of
federal and state prison inmates.

In 1970 there were 5,600 women in federal and state prisons. By 1996, there
were 75,000. 60% of that population are black and Latina.

In 1995, 45% of state prison inmates were unemployed at the time of their
arrest. The rest reported an income of less than $10,000.

In 1993, the overall incarceration rate for juveniles was 221 per 100,000;
for Latino youth it was 481 per 100,000; and for black youth it was 810 per
100,000. Juvenile arrests fell by 4% in 1995, but only after a 64% rise in
the previous 7 years.

25% of federal prison inmates will be deported after serving their
sentences.

In 1992, the number of undocumented immigrants detained by the INS was
82,326. This does not include the 30,000 Haitian refugees held at Guantanamo
Bay, Cuba that year. In addition to 9 INS detention centers and 5 private
contract facilities, the INS has contracts with 900 state and local jails to
provide detention centers.

an Ohio town banned cell phone use by
   drivers. Now, the borough of Conshohocken west of
Philadelphia has become the second
   community in Pennsylvania to prohibit motor vehicle
drivers from using cell phones while driving.
   Pennsylvania's governor is even considering a
legislative proposal to ban cell phone use by drivers
   throughout the state. Recently a 2-year-old girl was
killed in a collision caused by a driver dialing a
   cell phone. Another child was recently killed by a
distracted cell phone user. Conshohocken Police
   Chief James Dougherty added, "We've had problems
with people driving through town talking on
   cell phones where they've almost hit people. They're
not paying attention."

   Dozens of medical research studies have also
concluded that the microwave frequencies coming
   into the heads of cell phone users are enough to
cause neurological changes in brains that can
   produce fatigue, dizziness and loss of

God Bless all of you who are subscribing to Network America so that you
can become experts in the “Honest Elections vs. Votefraud” issue and
together we can restore honest, verifiable elections to our nation, in
order that she may reach her destiny.

Update: We have a few pieces of new information about the vote counting
for the Iowa Caucus, but we’ll hold off till we have a little more.
Interestingly, a follow up to the Des Moines Register reveals that the
news room there does not know from what source they got the Republican
results. Hmmm. Recall that in 1996 the Des Moines Register openly
displayed AP Wire as the source (AP wire being one of the sponsors of
Voter News Service, the exit poll arm of all major media in the USA)

Along those lines, an alert subscriber sent in the URL’s or website
locations proving that FOX, ABC, and CNN all displayed the same
“entrance poll” numbers on their websites. Of course they did, as they
all get them from Voter News Service. In other words, as brought out
elsewhere in our material, the election night “competition” to project
winners and losers as early as possible – is a hoax, and all the Big TV
networks know it is a hoax.

Before addressing President Clinton’s State of the Union Address, here’s
a tidbit of historical background.

All over the nation, concerned citizens have independently become aware
of the computer votefraud problem. Many of these groups have fought as
they could, but found themselves as  a group of volunteers against an
entrenched full time bureaucracy being guided by an unseen hand that
DEMANDED computer-generated elections.

One such group is in McHenry County, Illinois. In 1994, the group,
called the McHenry County Conservation Voters Elections Committee,
produced an excellent report entitled, “The Opportunity for Computerized
Election Fraud in McHenry County, The State of Illinois, and The United
States of America.”

The report is available from The McHenry County Conservation Voters, at
PO Box 383, Woodstock, Illinois 60098 for $5.

Here are some excerpts:

“It’s not the voting that’s democracy, it’s the counting.” Tom Stoppard,
British Playwright

“Everyone involved with this project in McHenry County and similar
projects elsewhere across the country has at first experienced disbelief
that there was such opportunity and probability that we are not governed
by elected officials. When personally learning the facts, they were
shocked. The facts presented herein are true and are based on verifiable
election observations and statements of State and County election
officials!

“Americans have no constitutionally protected right to the accurate
counting of votes. There are no federal laws requiring votes to be
accurately counted. There are no federally mandated minimum requirements
for vote tabulating accuracy. Election procedures are determined by the
states.

“The press, both locally and nationally, has focused on how difficult it
is to beat an incumbent Numerous articles point out that well over 90%
of our elected officials are returned to federal and state offices. . .
. The concept that rigged elections might explain this curious
phenomenon, that has occurred since the advent of computerized vote
counting, is so outrageous as to defy credibility – for everyone.”

And later on this bombshell: “Secret elections are created by
contracting with a private party to run the elections. McHenry County
has its own Data Processing Department that could run the vote
tabulating PCs. However, if the running of elections was a public
function, information about the election software, equipment and
procedures would be subject to Freedom of Information requests. Because
elections are run privately, the State Board of Elections and the County
Clerk claim they aren’t permitted to  a) answer questions about the
vendor’s system and b) examine any of the software because that software
is proprietary. They claim all of the software on the computer systems
(even Microsoft DOS) is proprietary, even the display of the computer
program listing (which happens to show when programs were last
changed).”

The above corroborates our findings in our Cincinnati trial (1981 –1985)
where we found that no local person could read the software. It also
corroborates the assertion that all judges have

Japan Borrows From Banks To Float Economy



Summary

Japanese Prime Minister Keizo Obuchi said Jan. 28 that his country
would forgo fiscal reforms until the economy stabilizes. On the
same day, the Japanese government announced it would begin
borrowing money directly from Japanese banks to cover budget
shortfalls. By refusing to implement deep, painful and necessary
reforms - and instead borrowing from domestic banks to fund
additional unworkable government "stimulus packages"- Japan has
sentenced itself to a descending spiral of economic malaise.


Analysis

Japanese Prime Minister Keizo Obuchi stated in a Jan. 28 speech to
the Diet, Japan's legislative assembly, that "fiscal reform is
important," but that the country "cannot commit the mistake of
undertaking it while the economy is not firm and before it is on
the path of full-fledged recovery." His remarks came within hours
of the Japanese government's announcement that it would begin
borrowing money directly from its crippled banking system in order
to meet its financial obligations to local governments.

Government policies have locked the Japanese economy in a downward
spiral. In order to promote growth, Japan creates supplemental
budgets funded by borrowed money. When the government money runs
out, the economy again slips into the doldrums, thus necessitating
new projects funded by new loans. This deepening addiction to
borrowed money has caused catastrophic damage. Japan's inefficient
economic structures promote social welfare at the cost of stymied
growth.

Japan already holds the record as the world's most indebted
government. Its newest budget deficit, at 38.4 percent, will only
compound this. At this pace, Japan's debt will top 150 percent of
its GDP within three years. Japan's budget and economic structures
are not sustainable, and by refusing to adopt direly needed
reforms, Japan's economy will only decay further.

Put simply, Japan is attempting to borrow-and-spend itself to
recovery, but without constructing an environment that encourages
private sector development. Every action the Japanese government
takes along these lines to bolster its economy only extends the
damage.

Japan's latest plan seeks to achieve three goals: give business to
Japan's banks; decrease the value of the yen; and gain additional
income for the government without issuing new bonds.

First, Japan's recession has idled many of the nation's banks; few
companies are willing to take on additional financial risks until
the economy recovers. The new plan would give the banks some badly
needed business.

Indeed, Japan's banks are awash with money, but this does not mean
they are healthy. Japan's banking sector is still struggling to rid
itself of at least $2 trillion in bad loans, acquired from two
decades of irresponsible lending practices. Furthermore, Japan has
a bad habit of instituting superficial reforms throughout its
political and economic systems. Its banking industry is no
exception. When many Japanese banks went bust after the Asian
financial crisis, several "reformed" themselves by closing foreign
offices in order to avoid adherence to international financial
norms. Moreover, Japan went so far as to refine the meaning of a
bad loan, loosening the criteria, thereby delaying or preventing
unprofitable enterprises from foreclosing. This, in turn, meant
that on paper the banks appeared to be more financially solvent
than they really were. It's easy to avoid a debt reckoning if you
rewrite the financial laws.

Japan's second goal is to increase the country's money supply. In
borrowing from these same capital-rich banks, the government will
inject additional money into its economy. Japan hopes that this
additional spending will reduce the value of the yen and increase
the international competitiveness of Japanese exporters. Yet, in
the recent past financial markets have shrugged off every attempt
by Japan to reduce the yen's value; there is no reason why a
slightly less direct attempt will be successful. In the unlikely
event that it does work, it will be a fleeting success at best. As
soon as the Japanese lending spree ends, the yen will rise again.
Japan will have spent borrowed money and achieved nothing.

   Davidian's explosives materials are used to make
   "flash power," which makes good fireworks but does
   not otherwise posses the explosive power necessary
   to blast a two-foot-wide hole through thick steel-
   rebar-reinforced concrete. That is also the expert
   analysis presented on McNulty's new documentary.

   The updated Waco-bomb page covers those issues,
   and also includes the following quote by former
   Attorney General Ramsey Clark in a civil law
   suit filed against the Federal Government:

"At about noon [April 19, 1993] FBI agents on
foot entered the Church, and fired shots which
struck plaintiffs many of whom were dead, or
unconscious from gas inhalation. Several FBI
defendants proceeded to the second floor and
placed an explosive material on the top of the
concrete Church vault at the 2nd floor level...
at about 12:20 p.m. a huge explosion blasted
a hole several feet in diameter...[in] the
concrete ceiling of the Church vault, crushing,
cutting, burying and killing or injuring most
of the approximately 30 persons in the vault."

Based on numbers from the last race, Dick Gephardt seems pretty vulnerable 
to Bill Federer -- http://www.federer.org/

Federer is running against Gephardt, who many say is vulnerable more so 
than ever before, considering the district is becoming more Republican. Last 
time around, based on numbers in the Almanac, Federer did pretty well against a 
politician that many thought is invulnerable [I think that was the lowest % for 
Gephardt ever.]

twirling the hat in his right hand. His audience is so distracted by the 
hat, they do not notice his left hand, in plain sight, performing the magic 
trick. 
That is what is happening now in the new 
revelations about the inferno that engulfed the Mt. Camel Center 
in Waco, Texas on April 19, 1993. Whatever you do, don't look at the 
fire! says the magician. Look here instead, at the debate over 
pyrotechnic tear gas canisters! 
We look. Outrageous, we say. Look, the FBI was 
only trying to get the Davidians to come out, but they used the wrong canisters 
and caused this huge house fire . . .  And the magician gets 
away with the trick, yet again. 
Ever since April 19, 1993, the US has presented the fire at the Mt. Carmel 
Center as one BIG house fire. Various explanations for the fire were 
given. Cover story Number One: The Davidians set their own house on 
fire. Not everybody believed it. 
Then we heard cover stories 2.0 and 2.5, the Mrs. Murphy and cow 
explanations: Tanks knocked over kerosene lamps inside Mt. Carmel, the 
kerosene spilled onto the hay, the hay caught fire and set the house on fire. 
That story did not sell too well, either. There never was a 
satisfactory explanation of why the Davidians -- Bible students -- kept hay in 
their house. Many members of the public smelled bull. 
All of these explanations, and now the current ones, are designed to deflect 
the public's attention from the obvious truth. The Mt. Carmel 
inferno was not a house fire. It was started deliberately by the US 
military, the Special Operations Command, to cover its murders of the Branch 
Davidians. The fire at the Mt. Carmel Center was a Special 
Operations demolition fire, and it was fueled by petroleum.

Notice that we can not see even the skeleton of the house. The fire 
lasted 40-45 minutes. It burned with extraordinary intensity. No 
beams. No rafters. Nada. Nothing. 
This was no ordinary house fire. 
Now let's have a closer look at the Mt. Carmel Center before the fire, 
and note its architectural features. Take a viewpoint facing the front of 
the building. Notice that the three story residential tower in the center 
of the structure; notice that immediately behind that tower and to the left 
there is empty space and a swimming pool. To the right there is a 
gymnasium.
