Still, your hand-rolled ganglia-web RPM should still require php-gd.
Can you please run the following command against your ganglia-web RPM?

# rpm -qp ganglia-web-3.1.3-1.noarch.rpm --requires
config(ganglia-web) = 3.1.3-1
php-gd
rpmlib(CompressedFileNames) = 3.0.4-1
rpmlib(PayloadFilesHavePrefix) = 4.0-1
rpmlib(VersionedDependencies) = 3.0.3-1

Short answer is no, since 3.1.4 has not been released yet.  It is RC at best.

Longer answer is -- if you want Ganglia from a yum repository, check
your distribution.  It's available in Fedora, RHEL/CentOS (via EPEL),
(open)SUSE etc.  They may not be the latest version though.

If you want the latest and greatest, you'll have to roll your own RPMs
or get them from here:

Just out of curiosity -- would anybody be interested in an official
yum repository for Ganglia?  I could work on that, but I feel that is
somewhat in conflict with the repositories from other Linux
distributions...  but granted, we will always be the most up to date
but may not conform 100% to each distribution's packaging policies...

Can you share some general thoughts regarding why you feel it was a
major headache to get it working?  Was it because of lack of
documentation or other reasons?  How can we make it easier for it to
work for you?  We'd love to hear positive/negative feedback from you.

AFAIK RPMForge has never carried Ganglia.  It has carried RRDTool
which Ganglia depends on, but not Ganglia itself.

Yes, 3.0.7 is the latest version in EPEL.  Kostas could probably
provide more information but I believe the reason for this lag was
because the EL releases are supposed to be stable so they rarely make
major changes during the maintenance cycle.  On the other hand, the
official Fedora repositories would probably have the latest and
greatest.

I for one, would love an official repository.  It has been a MAJOR  
headache getting Ganglia working.

thanks to the help of a couple of the members here though I am making  
some progress.

So yes if there was an easy way to get it installed and working that  
would be great.

The latest one on RPMForge and EPEL I saw was 3.0.7, do you know of  
any repository that has a good version of 3.1.x?
