I had a look at the sources and it looks like the patch was mostly applied
(probably in the original source, or as a result of an alread included debian
patch) in the current 0.10.6-1 version.

the *changes to the
apache config* [4] so that the Turtle can be made accessible on the PTS
Expect a relatively busy next generation of the PTS pages, while all
.ttl and .rdf files will be regenerated.
