Guten Abend! Nach ein paar Stunden rumsuchen habe ich rausgefunden, war mein pppd immer exakt nach Ablauf der idle-time auch bei heftigem Traffic auflegt: Ab Version 2.6.6 wurde ppp_generic.c gepatch. Wenn man diesen Patch rückgangig macht, scheint der active-filter wieder zu funktionieren [1].
