When you create your collection, you can set up a default read access
permission for the collection which can be assigned to a specific group.
This will create a default item read policy and a default bitstream
read policy for the collection.

I am running dspace 3.2 in Ubuntu and trying to upgrade to dspace 4. I
installed a fresh dspace 4 version. I successfully restored the database and I
could see my collection and community names in the new dspace and I could login

there is no admin tool to map a collection to another community, this
can be done on db level changing the community2collection table. Make
sure you got a dump of your db before changing it. Then you got to
refresh the browse and search indices and the count.
