Not sure about the Mini, but I've used the utility found on the K1EL
website to configure a WinKey USB. I would expect you could use it to
connect to the WK mini and set the startup (or at least the minimum) speed.

have both DX4WIN 8.05 and 9.0x installed on my computer. The 9.1
installer put the program in the DX4WIN 8.05 program directory rather
than the 9.0 directory. There was no option offered to choose the target
