Hi,
You should give more relevant details (at least, FOP version, with
short XSL-FO attached).
That said, if you have a page-break after your last table, you
probably have some content (not visible) after it.
You should analyse what you get AFTER XSLT processing.

Using xslt I could omit the bottom border if and only if I knew where the
page-break was going to occur. This could be problematic and could be a lot
of work for the xml author. Especially if the xml file is modified. That
could change the location of where the page breaks

You can't detect a page break before it happens. Really, you can't

starts because the PDF consists of dynamic content.
If there ist a page-break I would like to have this:

On a page-break, the data would first fill both columns on page 1, then the
second page would also have two columns (if necessary), repeated headers, etc

year m
and year m + (n + n mod 2) div 2. So the page-break is not done
by me.

Seems like a tough nut to crack in pure XSL-FO, at first glance...
What you seem to need is the possibility to have a fo:block-
container with a given maximum-height that spans all columns, and a
descendant two-column
