Assalamualaikum dan salam sejahtera, Kita lepaskan persoalan gurau senda dalam diskusi. Isu outsource ini telah saya dengar sudah sekian lama. Kebanyakan projek outsource gagal atau tidak mencapai matlamat. Saya difahamkan, outsource kini dilihat sebagai pilihan terakhir jika terpaksa. Bagi saya, sebenarnya ramai pakar-pakar dalam agensi-agensi kerajaan merata-rata ada dan pada pandangan saya ia boleh dilakukan. [GCERT-042008] Kelemahan pada aplikasi Joomla! 1.5.x - Administrator Remote Password Reset Thursday, 14 August 2008 GCERT telah menerima makluman bahawa terdapat kelemahan pada aplikasi Joomla! versi 1.5.x yang digunakan oleh beberapa laman web agensi kerajaan yang terdedah kepada ancaman password reset bagi akaun Administrator secara jarak jauh. Kelemahan tersebut akan membolehkan kata laluan bagi 'Administrator' diubah dan seterusnya membolehkan penceroboh menukar maklumat yang terdapat pada laman web berkenaan. Penceroboh juga berupaya untuk memasukkan backdoor ke server berkenaan dan seterusnya mendapat kawalan penuh terhadap server web tersebut. Nama kelemahan : Joomla token Password Change Vulnerability Versi Berisiko : Semua aplikasi Joomla! Lamp2Win Hackathon 2009 Dipetik dari http://www.php.net.my/forum/thread.php/19/3910/1 Satu pertandingan yang akan dianjurkan oleh PHP.net.my akan diadakan sempena MSC OSCON di Berjaya Times Square Hotel Convention Centre Kuala Lumpur, Malaysia pada 31 May 2009 (Sunday) - 3 June 2009 (Wednesday). Saya ingin menjemput semua ahli PHP.net.my atau sesiapa yang berminat untuk join dalam committee ini. Contest ini akan dijalankan 2 minggu sebelum 31 Mei 2009 . Dan pemenangnya akan diumumkan pada tarikh tersebut. Pertandingan ini secara kasarnya akan memberikan pemenang hadiah dalam total RM 10K untuk semua kategori. Dan hadiah untuk pertandingan ini akan ditaja oleh Microsoft Malaysia. Secara kasarnya pihak PHP.net.my akan memilih 20 aplikasi open source (yang sudah wujud) dari 5 kategori. -Forum -Groupware -Blog -eCommerce -CMS/Portal Semua aplikasi dalam kategori di atas akan diminta untuk menyediakan sokongan ke atas pangkalan data MSSQL 2008. Aplikasi ini belum ditentukan tetapi ada beberapa dalam fikiran aku seperti Wordpress , Drupal PHPBB. Syarat untuk aplikasi yang layak adalah mesti tiada sokongan atau cuma sedikit sokongan untuk pangkalan data MSSQL. Kemungkinkan untuk latihan / Kursus percuma akan diadakan di KL tentang bagaimana menyediakan PHP dengan sokongan MSSQL serta bagaimana menghubungkan PHP dengan MSSQL menggunakan driver build in PHP atau PDO (Microsoft sponsor juga). Ok, step pertama yang aku perlukan ialah. 1. Volunteer 2. Aplikasi apa yang sesuai untuk dicadangkan ? Ada 20 aplikasi dalam 5 kategori. According to the Malaysian Administrative Modernisation and Management Planning Unit (Mampu), as of mid-July, 515 of the country's 724 public sector agencies have adopted OSS. This compares with 354 agencies in 2008 and 163 in 2007. The OSS Master Plan Launched in July 2004, Malaysia's Public Sector OSS Master Plan was designed to encourage and guide government agencies to adopt and deploy OSS. The initiative included the establishment of the Open Source Competency Centre, tasked to lead and support OSS implementation across the public sector. The plan outlined a roadmap comprising three phrases, including early adoption spanning 2004 to 2006. Now in its second phase, which ends 2010, the initiative is focusing on accelerated adoption nationwide. Of the 515 agencies, 435 have deployed OSS in its backend infrastructure and 404 are using OSS desktop applications. A total of 223 were federal government agencies while the remaining 292 were state government agencies. Noting that the Malaysian government is an early adopter of OSS, Mampu's director-general, Normah Yusof, said: We launched our Public Sector OSS Master Plan in 2004 and have been actively executing the plan ever since. The government unit focuses on various efforts aimed at improving the efficiency of Malaysian public services, including IT initiatives such as open source, Normah told reporters at the recent MSC Malaysia Open Source Conference. A year before the ambitious 2004 master plan was launched, only 25 public sector agencies had adopted open source, she added. To date, the public sector has implemented 1,674 OSS projects with total savings exceeding 48.8 million ringgit (US$14 million). According to a June 2009 issue of the Open Source Competency Centre (OSCC) Mampu newsletter, 295 agencies have deployed OpenOffice.org, totaling almost 20,000 installed seats and saving the Malaysian government over 18.8 million ringgit (US$5.4 million) in licensing fees. An OSCC official said the increase in OSS adoption among government agencies has been exponential in recent years. Without doubt, there has been a big surge, said Stanly Tan, knowledge bank manager at the OSCC, which was established and currently operated by the Mampu to facilitate OSS implementation in the public sector. Tan attributed the rapid adoption of OSS to the effective implementation of the Public Sector OSS Master Plan. Under this initiative, the Mampu and OSCC extensively promoted the use of OSS and invited government agencies to attend workshops on open source adoption and implementation, he said. To further boost adoption of OSS, the center also made available various open source applications and toolkits to public sector agencies, he added. For example, it developed a package for OpenOffice.org implementation, providing a step-by-step guide to help agencies migrate to OpenOffice from other office productivity suites such as Microsoft Office, said Tan. The OSCC also developed the OSS Development Toolkit, a collection of OSS tools suitable for use in a Windows environment and application development. Available for free distribution, the toolkit was compiled and documented to provide a set of common tools needed in a typical software development lifecycle (SDLC). Other open source applications available to government agencies include MyMeeting, MySpamGuard, MyNetWatch and MyWorkSpace. According to Tan, the OSCC and Mampu are hopeful of achieving 100 percent OSS adoption across all government agencies before the Master Plan enters its third phase of implementation next year. The Malaysian government's progress in OSS adoption has not gone unnoticed by other countries. The Mampu's Normah said: Saudi Arabia has requested our assistance to establish its own OSCC, and we have obliged. The degree of success of Public Service Delivery decisions often hinges on the way meetings are held to reach those decisions and how effectively the actions to implement them are carried out. Since decisions reached during those meetings can be implemented by a host of agencies, effective coordination is essential. Otherwise, problems may arise from miscommunication, difficulty in monitoring the implementing agencies, and non-systematic storage of documentation. The need existed to have a more efficient and effective system for meetings which would satisfy the diverse requirements of the chairman, members and the secretariat, as well as enable and facilitate timely implementation and monitoring of the meeting’s decisions. With rising ICT development costs and a need for software independence, a programme was formulated to incorporate more Open Source Software (OSS) into the public sector’s internal and external service delivery initiatives. Hence the Malaysian Public Sector OSS Master Plan was launched together with the Open Source Competency Centre (OSCC) as the national OSS reference centre. Malaysian Administrative Modernisation and Management Planning Unit (MAMPU) director-general Datuk Normah Md. Yusof said that all these factors drove the creation of MyMeeting – a web-based, paperless meeting management and decision monitoring application based on the open source development model. For innovations: Datuk Normah receiving the prestigious Public Service Innovation Award (AIPA) 2008 from former Prime Minister Tun Abdullah Ahmad Badawi. Looking on is Tan Sri Mohd Sidek Hassan. “MyMeeting is developed for the use of all government agencies. “We anticipate significant cost savings as well as opening up the opportunity for human resource development, especially enhancing the technical competency of our developers through system customisation,” she said at a recent interview. She went on to explain that MyMeeting’s flexible, open design enables agencies to customise their functions and application to suit the way they need it to work to meet their varied environments and job requirements. “For example, Public Service Department localised MyMeeting to suit its own specific agency requirements and in the process enhanced the technical skills of its developers,” she added. MyMeeting has also resulted in more effective monitoring of meeting decisions and their implementation status, streamlined the efficiency of communication among meeting members and made information-sharing more timely. MyMeeting was officially unveiled to the public by the Chief Secretary to the Government Tan Sri Mohd Sidek Hassan at the Malaysian Government OSS Conference (MyGOSSCON) 2007. MyMeeting’s success was eminently recognised by the Government, receiving the prestigious Public Service Innovation Award (AIPA) 2008, presented by former Prime Minister Tun Abdullah Ahmad Badawi. “MyMeeting became the first open source application by the Government of Malaysia (GOM) to be licensed under the GNU General Public License version 2 (GPLv2). “This represents a significant Malaysian contribution to the global OSS community while maintaining GOM’s ownership of the application,” said MAMPU ICT policy and planning deputy director Tan King Ing. She said, already, Saudi Arabia, Sudan and Brazil have expressed interest in using MyMeeting and South Africa is using it as an OSS pilot. Tan said MyMeeting fully enjoys the benefits of the collaborative development process of open source and is now available in the leading global OSS repository SourceForge.net for download by developers and end users. She said people from all over the world can use MyMeeting, enhance it and re-contribute to the OSS community. “Based on constructive feedback and requests received through mailing lists and MyMeeting’s user group, it has been significantly enhanced and its capabilities expanded in subsequent versions,” she added. Now at version 2.2, MyMeeting is in use by at least 23 government agencies, including Public Service Department, Election Commission, Health Ministry, Science, Technology and Innovation Ministry, Education Ministry, Universiti Kebangsaan Malaysia and Universiti Sains Malaysia. To date, 72 agencies have attended training on MyMeeting and are in various stages of active implementation. Pemasangan Wine untuk membolehkan Internet Explorer digunakan di dalam machine Linux boleh, tetapi untuk membenarkan capaian aplikasi di atas (perlu penambahan IP pada file hosts di dalam Windows, di dalam Linux tidak pasti sama ada di dalam /etec/hosts ?) belum dipastikan keberkesanannya. Sekian Memang boleh daripada segi teknikal. Tapi salah daripada segi perlesenan Microsoft. Internet Explorer adalah sebahagian daripada sistem operasi Windows bagi Microsoft. Jadi lesen OS windows diperlukan walaupun dipasang dalam Linux. Government ICT agency Multimedia Development Corporation (MDeC) vice president, industry development division, Saifol Shamlan, said: “Malaysia is a keen supporter of the development and adoption of open source software and we stand out among emerging economies because of both our well-organised open source community and government support across all levels of the open source movement. “MOSC 2010 is now one of the highlights of Malaysia’s open source calendar and MDeC is proud to be a co-organiser of this conference as part of a broad range of projects and initiatives we conduct to support the development of the open source movement in Malaysia,” Saifol said, adding that this year's conference is expected to draw about 600 open source practitioners from around the world. Assalamualaikum dan salam sejahtera, Komuniti OSS perlu wujud dikalangan kakitangan kerajaan dalam menjayakan OSS dalam kerajaan Malaysia. Kita sedia maklum sedia wujud perkembangan Open source software (OSS) yang positif dalam kerajaan kita. Ia usaha pihak kerajaan sendiri dalam menjayakannya. Kewujudan polisi sumber terbuka itu sendiri dan pelaksanaan projek OSCC MAMPU adalah bukti usaha kerajaan. Perkembangan ini boleh dipantaskan lagi dengan melaksanakan cara OSS itu sendiri berkembang. OSS wujud kerana komuniti. Usaha kerajaan perlu diperkukuhkan lagi agar OSS dalam kerajaan Malaysia dapat bergerak dengan sendiri dan mampu berdikari. Dengan wujudnya komuniti OSS dikalangan pegawai-pegawai kerajaan, diharapkan dengan komuniti ini akan sedia wujud kerja sama antara agensi-agensi kerajaan dalam memberikan sokongan dan bertukar ilmu dan pengetahuan. MMU’s President, Professor Dato’ Dr. Muhamad Rasat Muhamad is pleased with the partnership, as it is fully in line with MMU’s commitment to produce high quality graduates. “We want our students to have the highest level of technical skills possible,” he says. “This has always been our policy, and is one of the reasons MMU’s graduates are highly sought after.” Currently, more than 90 per cent of MMU graduates gain employment within six months of completing their studies. The university will offer the courses through its Linux Academy. Mr. Ibrahim Yusof, lecturer at MMU’s Faculty of Information Science Technology and lead trainer at the Linux Academy, describes Linux as an important tool for every IT or Engineering graduate. “Linux is popular in Malaysia, especially among developers and system administrators. Therefore, if you are certified as Linux-proficient, your career choices are that much wider.” Ibrahim says that Linux is not just for software developers. “Many companies in Malaysia operate a mixed environment,” he says. In such environments, typically most end users use Windows desktop systems while much of the back end use Linux and open source systems. “More and more companies are using Linux as it is free, so definitely there is need for certified Linux users, regardless of what the company’s actual business is,” he adds. The LPI certification will be available from July 2011 to MMU students and staff, as well as outsiders. About 30 students are expected to enrol every trimester. In Malaysia, MMU is so far the only private university offering LPI certification. Ibrahim describes MMU’s Linux Academy’s rates as “competitive”, and invites the public to enrol.
