Your first email is relevant for INVITE transactions only.
The second, as far as I can see, is incorrect. It is not an error condition to 
receive a request whose CSeq is more than one greater than the current remote 
CSeq. In any case, if the UAS set up the dialog in the first place it may not 
even yet have a remote CSeq.
