Depending on how many VoIP-Endpoints you have I would suggest modifying the 
VoIP-Rule (It sounds that you only get one phone as you want to set it to about 
90-128 kbit/s?) to just hold this one IP. Keep in mind that other programs 
using the low delay flag in the IP-Header will go to this queue as well (I 
think programs like Skype set this flag too, not sure, but there are definately 
some that do it). If you have more phones use an Alias and multiply the 
expected bandwidth with the number of phones you have for the queue ;-)
I would test first 90 kbit/s but 128 kbit/s should be pretty save, so if you're 
not running low on bandwidth use 128 kbit/s for the queue.
