Commercial arc welders are overkill but will reliably deliver high current pulses, which you can measure to determine what is actually needed in a commercial embodiment. A no-brainer. Observers will conjecture all manner of chemical pyrotechnics to 'explain' the flashes and sparks. The low voltage, nigh current output of an arc welder will make sparks, but nothing like the brilliant display seen the videos. The detonations last 0.5 ms, presumably the powder becomes non-conductive at that point . Am sure that Mills has documented what happens but has not chosen to publish such, since it affects the design of a commercial configuration.
Nowhere is titanium, or magnesium powder mentioned. Spectrogams of the plasma are given to compared with sunlight. In the case of the sun, there is blackbody radiation from the glowing mass of the sun, plus a higher temperature spectrum from the corona, a long-standing astronomical puzzle. The basic hydrino transition spectrum is I the soft x-ray region which can ionize air, producing a spectrum like the sun's corona, as published. Arc welders commonly flood t ears wit argon, a cheap inert gas, to avoid oxidation of the metal before it cools. Ionized argon has served as a catalyst in earlier gas phase experiments, but it plays no part in the SunCell. I get the impression that most industrial arc welders are not used in such a configuration. Personally, I don't know what to make of the BLP power load. I've asked "the Doctor" if he might help clarify (or show) spectral graphs of burning Titanium powder for comparison against the BLP "SunCell" reaction. One other thing, Mills recently responded to another question concerning different gaseous environments used to ignite the powder catalyst: In one of the videos it is run under argon The will likely be the cover gas in a commercial unit That would suggest to me that a "triggered" portion of Titanium powder mixture would not be capable of oxidizing since the enclosure would be totally immersed within an inert gas mixture.
