What would be the point of that? That'd be confusing as heck for a user looking for a download, wouldn't it? Your suggestion only makes sense if there are strong arguments against the all-UI-langs package. And also against the "compromise" to have a cleanup-script/instructions on how to remove unneeded translations to reclaim diskspace.
