The whiteboard can also be used for NUD across the whole LoWPAN,
A very slow NUD.
Note that the role of NUD is pretty much fulfilled by 802.15.4 link-
layer ACKs in a LoWPAN.
There are no addresses being doled out.
Only a little bit :-) (16-bit short addresses.) But the node keeps
the state and refreshes regularly.
When an ER reboots that tends to forget the whiteboard, it might hand
out an address that is in use by another node before that happens to
refresh.
