Agree. This is not terribly different to DHCP leases in my mind.
When an ER reboots that tends to forget the whiteboard, it might
hand out an address that is in use by another node before that
happens to refresh.
And "hand out an address" includes both EUI-64 and 16-bit short
addresses.
