What type of video card is it?  With win 9x computers, the drivers
aren't loaded automatically for high color, it just gives you the
standard.

I'm putting my money on getting the drivers for the video card and install them.

If the video card came with a CD, install the drivers from that CD. 
If it didn't then go to the support section of the manufacturers
Website and download the appropriate 98 drivers for the card.  If they
don't have drivers for an older system, give us the name/model of the
video card and I/we can find a generic driver that will mostlikely get
you seeing in 17+ colors.

I didn't see if you mentioned how much RAM the computer has.

In my experience, if you can't get past 16 colors, then the drivers
for the card either aren't working or arent there.
