The sale of the OEM license with a computer part only applies to an upgrade of an existing system with a qualifying part. IT DOES NOT apply to the part itself. Removal and resale of the part does NOT allow you to sell the license with it. Once the OEM license is qualified and used on a system, it is now considered part of the whole machine. You would have to sell the entire computer to sell the license.
This is the key to OEM licenses. They're considered part of the entire computer and aren't removable from it so you can resell it.
