I give up.  The explanations are becoming too
convoluted.  I will just take comfort in knowing that
any transgressions are a problem between MS and the
OEM.  Obviously all the terms and conditions are
spelled out only in an agreement betweeen the two, and
the man-on-the-street can not know or be bound by any
of the standard or specific conditions in that
contract.  I will just buy an OEM if it is what I want
and let MS go after the OEM for breaking the terms of
their contract.
