Hi John:
 
Yes you can provided you have enough space.  But like every PC
operation it is always suggested that you do a back up first just in
case.  I have never had a failure using "Partition Magic."
 
You can resize the space used by "C"  to regain some  un-allocated
space and then create and format a new partition.  Remember
Windows needs working space and if you use a CD or DVD burner,
You need space for temporary storage of the files in preparation for
burning.
 
You cannot use XP for creating partitions after its been installed  unless
there has been some un_allocated space left, an unlikely  event. You
can create partitions with Xp during a Clean Install.
 
Shops will create partitions for around $60.
