Check to see if you have the network card bound to TCP/IP.  Once you
bind your network card to a protocol then the lights should come on.

otherwise it is dead.

  When I plug the CAT5 cable into the NIC card, the 2 lights don't
  light up, but the icon in the lower right of the taskbar sees that
  there is a cable plugged in. When I unplug the cable, the icon knows
