Hi: I don't know where USB comes into this? And I'm not sure he has tried "Safe mode with command prompt" to use DOS to get into the "Windows System Restore"???? I can't quite believe he cannot use safe mode. I would need more detailed input. If he really can't use Safe Mode then he needs to give up and do a System Recovery using the Medium provided by his OEM. Some OEM recovery mediums now have an option to do a "Non Destructive" recovery and he should check that.
