Before you jump on the 'Where is the speed they promised me?' bandwagon, 
the speed of your connection is pursuant to several things:

1. Speed you agreed to(768kbps, 1Mbps, etc.)
2. Time of day(Internet traffic on the ISP's network are busier during 
certain times of the day, just like the roads/freeways people drive on 
are busier during rush-hour)
3. Type of connection(A land line/wired connection is far less likely to 
be hacked and, with the wireless connections, it is dependent on the 
foliage surrounding the home)

I BellSouth may have a better offer because they want you back as a 
customer.
