Most new mobo's have built-in control of fan speeds based on 
temperature.  Enter your BIOS setup and look for a section called maybe 
"performance", or "monitoring", or maybe it'll be under the power 
control section (sometimes called ACPI).  Just poke around in the BIOS 
to see if you've got options for fan control.  The controls will usually 
have a max, and minimum temp where the fan will either spin to full 
speed, or slow down.  If you can stand the noise, you can try setting 
the max temp really low so the fan will run at full RPM's all the time.

Older mobo's don't have this feature, and not all new boards do either - 
but it's worth a look.
