Hi Stefan,

Thanks for putting this together.  I have some detailed comments on the 
subsections in section 2 which I will provide under separate subjects.    In 
general I would like the draft to be more explanatory about when it is a good 
idea to move beyond the applicability statement.  I'll include some of this in 
my comments on section 2, some of which may also be incorporated into section 
4.   I do not think we should rename the protocol as suggested in section 3.
