In my opinion, Vaishnavi must place her humble request before our Hon'ble President of India by quoting section 39 of PWD act 1995. If possible, she should try her level best to meet HIM personally or otherwise through e-mail. Since, Dr. Kalam has much much regard for such talents, Vaishnavi would have the just.
