No, its clearly written in the instructions that, the validity of this so called smart card will last until expiry date of the railway concession. That's why its highly recommended to renew your railway certificate before applying for this smart card. But, the issue in the above case is out of my coherent logic, because there was a circular from the ministry of railway that all railway concession certificates issued before 15th of July 2015 will be deamed cancelled, and one ought to renew his or her concession. So how did they make smart card against that invalid railway concession?
