Apply for banking facility you want on their prescribed format, and let them deny. you can ask them to reject your application on writing.

You know these front-office staff will never comply and give a written letter 
stating such. They are not under obligation to provide such a letter and so 
they won't in the name of having the next client to see. It's not a useful 
dynamic. Better to get the name of the person and officials here might be able
