Thank you for verifying and confirming the stand on UPI transaction
charges. We need to hold the person who started this thread
accountable—just kidding, it could have been anyone of us! That
further cautions us to be careful when reading through social media,
which is largely, as of today, doctored with the help of AI.

Hi all,
Consumers aren't going to face any charges. I recommend that you
always read the primary sources/documents before drawing any
conclusions. Please do not get your information from social media,
more specifically, the unverified roomers.

Hi All,
Consumers will not be charged. Only Merchants will have to give
MDR (Merchant Discount Rate) similar to Credit and Debit Cards for
bill/ transaction amount greater than Rs 2000/-. This is to
safeguard the interest of myriad of small value transaction
merchants. The rational for introducing the MDR in UPI
transactions is to give some financial benefit to the payment
facilitating cos so that they receive some amount on the huge tech
infrastructure they have to maintain to service the hasslefree
payment system.

I believe introducing charges on digital payment transactions
would not be a positive step. Whether the charges are imposed
directly on customers or on merchants, the cost is ultimately
likely to be passed on to consumers through higher prices for
goods and services. In the end, it is the customer who bears
the financial burden.
Consumers are already contributing through various taxes, and
adding an extra cost to digital transactions would make
everyday payments more expensive. This could discourage people
from using UPI and other digital payment methods, prompting
many to return to cash transactions to avoid additional charges.
Digital payments have played a significant role in promoting
financial inclusion, transparency, and convenience. Imposing
transaction fees could undermine these benefits and slow the
progress toward a cashless and digitally empowered economy.
For these reasons, I believe any proposal to introduce charges
on digital payment transactions should be carefully
reconsidered. Digital payments should remain affordable and
easily accessible to encourage widespread adoption and
continued growth of the digital economy.Sent from my iPhone

Dear Ved, Mister Kayne, and members,
To look at this with an example, please correct me if I am
wrong, but my understanding is that payments below ₹2,000
will not be charged.
Furthermore, these charges may not apply to local stores
at all. The fees will likely only affect transactions with
larger, reputed brands. For instance, on a purchase of
₹10,000 from a major brand, a charge of 0.2% or 0.3% would
amount to roughly ₹30 or ₹50.
While this is not yet officially confirmed, there is a
strong possibility that consumers won't have to bear this
cost directly. Major brands generally have the financial
infrastructure to absorb these expenses, meaning an extra
₹30 or ₹40 on a ₹10,000 purchase could easily be exempted
or covered by the merchant.
I would welcome any thoughts or clarifications on this
from the group.
Warm regards,
Udit Pandey

Dear Bhawani and members,
Thank you for sharing this update. This news is quite
concerning, especially for daily users who rely
heavily on UPI for routine transactions like utility
bills, transport, and grocery shopping.
Given how essential UPI has become for accessibility
and independent living—particularly for persons with
disabilities who depend on screen-reader-friendly
applications like Google Pay—introducing charges will
add a significant financial burden over time.
I wanted to ask the group: Is there a way we can
collectively lobby for exceptions or policy
exemptions? Specifically, can structured
representations be made to bodies like the NPCI, RBI,
or relevant ministries to exempt accessibility-focused
use cases, micro-transactions, or essential utility
payments from these proposed fees?
Would appreciate thoughts or guidance from members on
how a formal advocacy effort or representation could
be initiated on this.
Warm regards,
Mister Kayne

Subject: [AI] UPI TRANSACTIONS WILL SHORTLY BECOME
CHARGEBLE
Dear group,
Unified Payments Interface (UPI) transactions will
shortly become chargeable pursuant to the recent
amendment to the Payment and Settlement Systems Act,
2007. By virtue of this amendment, Parliament has
conferred authority upon banks and other financial
institutions to levy a nominal fee on UPI transactions.
The rationale underlying this legislative change is to
ensure the sustainable maintenance and operation of
UPI infrastructure by banks and payment service
providers. At present, Real Time Gross Settlement
(RTGS) and National Electronic Funds Transfer (NEFT)
transactions fall within the category of chargeable
payment services, whereas UPI transactions had
hitherto been exempted. The amendment seeks to
harmonize the regulatory framework by bringing UPI
transactions within the ambit of chargeable services,
thereby aligning them with other established modes of
electronic fund transfer.
this is for information only,
Bhawani
