Harish sir, you may not be right what you've mentioned in your first
message of this thread.
If some foul play has been done at mains exam level with the
perspective of UPSC or the candidate, it can not be dealt at the
interview level. Because in UPSC interview is totally separet from
mains exam, interviewer don't have access to the candidate's mains
marks .
Suppose a candidate got help from the scribe in improving his answers,
he will get good marks in mains exam, even if he secures lesser marks
in interview, he will be qualified because marit is prepared after
combining both stage's marks.
Now take the reverse scenario, if a candidate has suffered irreparable
loss due to that sarkari scribe, he will get very low marks in mains
exam itself, may be he couldn't qualify for interview just on this
basis. Or he got very poor marks in mains, even he secure fair marks
in interview level, he will not figure in final selection list!
