I would mostly reiterate what others have already mentioned.
1. there should be a video recording provision for all candidates whether
blind or not. Once all the candidates know that a video could be examined
anytime, they would stop cheating. Such videos should be examined randomly
to find if any candidate is cheating.
2. the additional time is very less. Many international examination bodies
provide 100 percent additional time.
3. once we consider suggestion 1, qualification of scribes becomes
irrelevant.
4. regarding computer and Braille exam, many examination bodies may not
have
budget to provides these formats. Remember braille paper is not just about
purchasing printer, a braille paper must also be examined for accuracy.
Same
is the case for electronic format. Someone could paste an image or
inaccessible equation in a word document. So these documents should be
verified for accessibility. The whole process needs to be centralized.
Also
remember, even if once paper is leaked during making it accessible, the
entire process would be blamed and we would suffer a big setback. Besides,
all examination bodies are not as big as UPSC.
5. So we need to setup accessible examination provider that could help
many
examination bodies. Such a provider could be part of Ministry of social
justice. This provider could also ensure quality of question papers.

Cheating in examinations is a common practice. Refer to recently held
AIPMT2015.
So the argument of cheating should not and cannot be an excuse.
Cheating has to be stopped through the invigilater and not by creating
hurdles by formulating painstaking guidelines.
Therefore, when many cheats succeed in achieving their targets unnoticed,
why special treatment to the VI?

If some foul play has been done at mains exam level with the perspective
of
UPSC or the candidate, it can not be dealt at the interview level. Because
in UPSC interview is totally separet from mains exam, interviewer don't
have
access to the candidate's mains marks .
Suppose a candidate got help from the scribe in improving his answers, he
will get good marks in mains exam, even if he secures lesser marks in
interview, he will be qualified because marit is prepared after combining
both stage's marks.
Now take the reverse scenario, if a candidate has suffered irreparable
loss
due to that sarkari scribe, he will get very low marks in mains exam
itself,
may be he couldn't qualify for interview just on this basis. Or he got
very
poor marks in mains, even he secure fair marks in interview level, he will
not figure in final selection list!

I am continueing the thread of writer guidelines on a new thread as it
was causing difficulty because of size issues as a result some posts
were not reaching the list immediately.
One more significant issue which I missed out in my previous mail, is
that in the instance of UPSC exams, there is one more level that of
interview even if one consider for arguement sake,there is some foul
doing as a result of scribe, UPSC can deal with it in the interview
round. The capability of the candidate can be determined at this
stage. Therefore, UPSC folks should not bother to change the general
scribe guidelines.
