I have only added the cache related meta tags to the new version in order to solve the caching problem.

I recall having a similar problem but don't recall the exact details. In my case a proxy server was involved, but I did stumble onto something that might help.
You note that you are setting various no-cache etc. headers. Are these defined in your pages or do you send the headers? If the latter, I found I had better luck if these headers were sent last. In other words, if you are setting cookies, session variables, etc., send these headers after those.
