Listen, I might know what it is. Never know but here goes. Server 2003 treats Terminal Services of Windows 2000 like something completely different. What I have found to be the solution is to un-install Terminal Services from the server. This will remove the remote desktop settings that you have on the server.
Reboot the server, and then configure the remote desktop settings located by right clicking on My Computer, selecting properties, selecting the remote tab, and configuring the remote desktop settings again. Then try to connect to the server. Disclaimer: I am assuming that you are not going through a firewall or NAT box to get to the server. Joseph B.
