ODU's policy does not require leave to be taken if an employee is already on 
leave for a full partial closing.  Excerpts from our Inclement Weather and 
Emergencies policy follows:


A.    To be eligible for pay during an authorized closing, employees must work 
or be
on paid leave the work day prior and the work day after the closing.


B.    Employees who are on an approved paid leave on the day of an authorized 
closing
will not be charged leave.


C.    Employees who report to work during an authorized closing will not be 
credited
with compensatory time unless approved by the President.


D.    For partial shift closings (late openings or early closings), employees 
must work
all or part of the work schedule (or be in paid leave status) the day before 
and the
day after the authorized closing.


1.     Employees who are allowed to leave work prior to the effective hour of
the closing must charge the difference between that time and the official
closing time to leave.


2.     Employees who arrive late to work due to transportation difficulties
should not be charged leave when the supervisor determines the late
arrival to be justifiable in view of the conditions.


3.     Employees on paid leave on a day of partial shift closing shall not have
those hours of the shift closing charged to their leave balances.

Subject: [acupa-l] Administrative Pay vs Vacation/Sick Leave

We are discussing what should happen if a benefitted employee is out on 
vacation or sick leave when administrative leave is authorized because the 
University is closed due to bad weather.

On one side I am hearing:  If you were already on vacation or sick leave, you 
were not planning to be on campus anyway, so should not be paid for time you 
were not planning to (and did not) work.

...and on the other:  You should get paid for the administrative leave time 
(with vacation/sick time not charged for those hours or days we were closed).  
You should get the same benefits as others, regardless of the timing of your 
vacation or sick leave.  For everyone else it was a paid vacation day which was 
not subtracted from their leave balance.
