Hi Sheryl, Our college also limits emails that can be sent out to everyone. Anyone can have All users in the "To" box, but the email goes into a cue and all the VP's have access to the cue and only they have authority to release the email. :)

I've pasted an example of the email I send out. We also have a Policy Updates website, so I don't have to go into great detail in the email. I've actually received emails back from other people around the college telling me they appreciate the emails and the links so they don't have to go searching for the policy. Hope this helps!
