Here at University of Utah, several years ago we did a thorough restructuring of our previously convoluted system, including adopting a new uniform numbering system to replace previously existing sometimes inconsistent numbering systems. Among what you will find there is the transition log we used to guide users through the transition from the old numbering system(s) to the new numbering system. For the particular problem of being prepared to add new policies in the future, one of the steps we took was to leave some room, in the form of some initially unused numbers, with the idea that future new policies would be able to fit into those 'reserved' spaces. I personally am of the strong opinion that it is important for a policy to have a number, in addition to a text title. That probably reflects my background as an attorney accustomed to working with statutes and administrative agency rules, a context in which having a number is vital to ensure against confusion/ misunderstanding. >From your questions it appears that you are doing something very wise--- and >that is to think very long term, about how the system you choose should be >able to serve well decades into the future, rather than only thinking about >what will work for you in the very near future.
