Your questions seem to blend two things:  1) stipend to cover the cost of 
cellular service for mobile employees, and 2) data protection.

We do not cover the cost or provide a stipend for home Internet service.  If a 
supervisor, with support from their VP, decides that the employee is required 
to be mobile given their job responsibilities, they are eligible for a stipend 
for cellular service, including a data plan, at different tiers for 
reimbursement.  That policy is here:

Data protection is expected to apply to the data wherever the data are in 
transmission or stored, regardless of device.  That policy is here:
