Hi Heather, At Purdue, we have a Statement of Integrity and Code of Conduct that isn't a policy, so it's not "owned" by anyone (found here: http://www.purdue.edu/purdue/about/integrity_statement.html). We have a Vice President for Ethics and Compliance (my boss) who is the responsible executive on several policies that are under the ethics umbrella. For example, conflicts of interest, conflicts of commitment, anti-harassment, and amorous relationships. However, many of the policies under the ethics umbrella have the president as the responsible executive and the VPEC as the responsible office. For example, whistleblower, equal opportunity, nepotism, and political activities.
I think some of the reasoning behind who is listed as the responsible executive relates back to the president's delegation of authority. In those instances where he has retained authority or not specified another executive, the president is the policy owner. Not sure if this helps you, but it's another way of doing things.
