Ohio State has two reduction-in-work-force policies:

Reduction in Work Force - Classified Staff:

Reduction in Work Force - Unclassified Staff:

If you go to the back page of each policy, there are a number of resources:
FAQs, RIF Employee Guide, RIF Manager Guide, Request for Reduction in Work
Force, etc.

A related policy is:

Subject: [acupa-l] Layoff policies

Good afternoon,

Greetings from sweltering Albuquerque! The University of New Mexico is
considering an overhaul of its layoff policy (which is embedded in a Separation
of Employment Policy<http://policy.unm.edu/university-policies/3000/3225.html>)
and a simplification of the process used for placing laid off individuals in
other positions. We would be interested in seeing examples of other
institutions' layoff policies.

Many thanks,
Pamina
