We offer a Layoff Severance Program http://policy.umn.edu/hr/severance for
civil service and bargaining unit employees.  If the individual is a
bargaining unit employee and they wish to go on the layoff list, they may
do so.  Their contract governs their bumping rights (see section 25 of this
contract, one of several that we have).
