At UC Irvine I send an email twice a year (late June and late December) to all UCI employees (there is no opt-in or opt-out that I'm aware of - the list is intended for mandatory emails) with a hyperlinked list of all UCI policies and procedures and all UC policies that have been issued or revised in the last six months. Each link has a brief, usually one sentence, description of the reason for the policy issuance or revision. As each UCI policy or procedure is issued or revised (and posted on the Administrative Policies and Procedures website, I send confirmation to the owner (responsible office) and any stakeholders that were involved in its development or revision so that they can provide notifications to their units members and 'clients'. We have a feed on our website of latest actions, and on high profile policies such as campus carry or sexual assault, there is an presidential announcement via email.
