We found that we could not manage the owners and timelines.  They have their 
own competing activities and most of the time, policy fits in around those 
other items.  We publish an annual calendar of formal committee dates and when 
the associated materials are due.   The consultation with key stakeholders 
takes place before they come to the Policy Advisory Committee or President's 
Policy Committee. Once the individuals have gone through this process and the 
two committees we allow for a 30-day all University review.  Unless it's an 
especially sensitive change or new policy, most policy feedback comes through 
in the first two weeks.

We do sent out an email to the Policy Advisory Committee members approximately 
one month before the next meeting asking if they know of any policies coming 
through. There is one representative for each vice president and for each 
system campus so they would know how close the drafts are for moving forward.

I also send out a report annual to members in both committees which shows when 
the policies are due for a comprehensive review.  We do coach policy owners on 
the timing of their policies (the 30-day open review should not occur during 
the summer months for academic policies because two many faculty are on 9-month 
appointments.)

etc. that you all use to solicit "new" anticipated policies.  At the University 
of California, our Presidential Policies (systemwide-13 locations, 200,000+ 
employees) must often go out for vetting to the full community.  This requires 
at least 90 days for each policy.  Our Academic Personnel office has said that 
they must know in advance which policies are anticipated so that they can plan 
the solicitation of vetting ideas within their academic calendar and committee 
structure.  So I'm asking if any of you have a process with timelines, 
deadlines, etc. to ask policy owners/offices for anticipated policies or 
cut-off dates for a particular year so that vetting and processing can be 
planned.

Any thoughts/help would be appreciated.
