Hello David, Memorial University’s policy system has been in place for about eight years. It was not established with a particular process or objective to solicit new policies, but rather to allow anyone in the University community to propose a new policy or revision to an existing policy. That proposal requires approval of our vice-presidents council before policy development or re-development work can begin.
However two years ago, the vice-presidents council asked that my office undertake annual assessments of policy gaps and to assign a risk rating (extreme, high, moderate, low, or minimal) to each identified gap. (I lightheartedly call it – In Search of Something that Doesn’t Exist ☺ ). To complete this task in 2015, I held a number of focus group sessions with representatives from our three campuses and both academic and non-academic units. That worked fairly well and guided the VP council in setting priorities for policy work. We have just completed the second annual set of focus groups meetings/discussions and today I begin drafting my 2016 report to the VP council. What seems interesting in the results, so far, is that the focus group members have identified, and rated, not only gaps in the entire policy but also gaps within existing policies. A slightly different outcome from last year, but one that gives some confidence that our policy collection is becoming more complete. I digress, a little, but it is a new approach for us and one which feeds into a three-year policy planning cycle for our University. Like Joshua, feel free to call me if you wish to discuss details. At the University of California, our Presidential Policies (systemwide—13 locations, 200,000+ employees) must often go out for vetting to the full community. This requires at least 90 days for each policy. Our Academic Personnel office has said that they must know in advance which policies are anticipated so that they can plan the solicitation of vetting ideas within their academic calendar and committee structure. So I’m asking if any of you have a process with timelines, deadlines, etc. to ask policy owners/offices for anticipated policies or cut-off dates for a particular year so that vetting and processing can be planned. Any thoughts/help would be appreciated.
